Higher Education and Scientific Research Sector

The Higher Education and Scientific Research Sector (HESR) witnessed, during the past six years of President El-Sisi’s era, various achievements in a number of areas that have achieved excellent results for the development of the high education system and the improvement of the academic level of Egyptian universities and research institutes.

Universities and research centers;

The number of public universities has reached (27) public university, with an increase of 4 universities since 2014/2015, three of them are universities established in the last two years only, they are (New Valley - Matruh - Luxor).

▪ Four hundred ninety-four colleges and institutes for government universities (with an increase of 93 colleges since the academic year 2014/2015).

▪ One hundred eighty-eight new programs in multidisciplinary serving the needs of the labor market and the national development process (with an increase of 70 programs since the academic year 2014/2015).

▪ Thirty-five private universities (with an increase of 17 university since 2014/2015) includes (168) colleges (with an increase of 32 college since the academic year 2014/2015).

▪ Eight technological colleges comprising 45 above average technical institutes.

▪ Three new technological universities that started to work in the academic year 2019/2020, they are:

- University of Technology in New Cairo,

- The Technological University of Quesna, and

-  University of Technology in Beni Suef

- There are also 5 technology universities under establishing in (East Port Said, 6th October, Borg El Arab, New Luxor (Teba), and Assiut).

▪ There are 4 new private universities under establishing by the Ministry in cooperation with a number of state institutions:

- The University of Majesty (Al- Jalala).

- King Salman bin Abdulaziz University in South Sinai with its three campuses in (Sharm El-Sheikh, El-Tor, Ras Sidr).

- Al Alamein International University.

- New Mansoura University.

The Egyptian University of Information Technology is under construction in the new administrative capital.

- There are 168 private and higher institutes (with an increase of 12 institutes since 2014/2015).

▪ Universities with international agreements

- The Egyptian Japanese University for Science and Technology.

- University of Islaska’s branch in Egypt.

- German International University.

▪ Three foreign universities’ branches:

- The Canadian Universities in Egypt, which hosts the Prince Edward Island University branch.

- The Knowledge International University which hosts the British branch of Coventry University.

- The Global Foundation which hosting the British branch of the University of Hertfordshire.

▪ Number of students who are enrolled annually in the higher education system:

 - About 3 million male and female students enrolled in government universities and institutes (with an increase of about 400,000 students since the academic year 2014/2015), graduates about 500,000 annually to the labor market.

- Some of 219,763 students are enrolled in postgraduate studies at these institutions.

- One hundred twenty thousand of faculty members and an aide staff member (an increase of 16 thousand members since the academic year 2014/2015).

- One thousand two hundred envoys (with an increase of about 600 envoys on 2014) to obtain higher university degrees in specializations that keep pace with national development, including: (artificial intelligence, nuclear engineering, the Internet of things, energy engineering, pharmaceutical industries, biotechnology and nanotechnology as Egypt recently ranked 40th in the world, in nanotechnology research.

- The number of 72 thousand foreign students enrolled in institutions of higher education.

- One hundred thirteen university hospitals (up from 24 hospitals since 2014), in addition to a number of medical research centers and institutes spread all over Egypt.

- Eleven research centers, institutes, and research authorities affiliated to the Ministry, and 15 institutes, centers, and bodies affiliated to other ministries, with which the Ministry coordinates nationally with, respect to research and innovation.

-  Create a new electronics research institute.

-  The establishment of the Egyptian Space City.

- Increasing the budget of the Ministry of High Education and Scientific Research EGP 40 billion since 2014 (the total budget for high education and scientific research In the academic year 2020/2021 is about EGP 65 billion).

With respect to the international classification of universities, the Ministry gained many achievements in this important file, including:

§ Form a committee to help universities improve their international rankings in June 2017.

§ In 2017, 4 universities were included in the Dutch Leiden classification, and 8 in the British Times Higher Education rating.

§ In 2018, 19 university were listed among the 1,200 best universities in the "Times Higher Education" rankings, 20 universities in the British QS rating, 11 in the US News classification, and 6 in the Spanish Ranking Web of Universities ranking.

§  In 2019, the Egyptian universities ranking witnessed tangible progress in the Dutch "Leiden" classification, as there were 5 Egyptian universities among 963 international university, so that Egyptian universities continue their endeavor towards progress and upgrading the educational level in the largest number of international classifications, namely Cairo Universities (rank 341), Ain Shams (rank 582), Mansoura (rank 681), Alexandria (rank 730), and Zagazig (rank 834).

§ The British “Times Higher Education” classification witnessed an increase in the number of emerging Egyptian universities to 12 universities, which are (Beni Suef, Kafr El Sheikh, Mansoura, Suez Canal, Sohag, Tanta, Fayoum, Helwan, Menoufia, Minya, South Valley, Zagazig), also Aswan ranked first in the world in citations.

§ The "Shanghai" classification witnessed the inclusion of 16 Egyptian universities in advanced centers among the top 500 university in the world in 54 scientific disciplines across the fields of specialization in natural sciences, engineering, life sciences, medical sciences and social sciences in the "Shanghai" disciplinary classification for the year 2019, and there are five Egyptian universities in the classification Shanghai Chinese universities (Cairo, Ain Shams, Alexandria, Mansoura, Zagazig).

§ The US NEWS world ranking for the year 2020 witnessed the inclusion of 14 Egyptian university compared to 11 universities last year (2019), with an increase of three public universities, namely Beni Suef, Benha and Minya; Thus, there is an increase in the representation of Egypt this year reached 0.93% at the universities classification level compared to 0.88% last year, in addition to increasing the percentage of publications from 0.49% to reach 0.70% in 4 years (2014-2018).

§ The QS World 2020 rankings for the Arab region witnessed the inclusion of 22 Egyptian universities among 129 universities at the level of the Arab region, and thus there will be an increase in the number of Egyptian universities included in the classification for the years 2019, which included 20 universities, and the 2018 ranking that included 17 universities, and the 2017 rating, which included 15 universities, and the Egyptian universities that included in this classification included universities: (Cairo, Ain Shams, Alexandria, Mansoura, Assiut, Al-Azhar, Helwan, Suez Canal, American, German, British, Tanta, Zagazig, Arab Academy for Science, Technology and Maritime Transport, Banha, Beni Suef, Minya, Fayoum, Al-Mostakbal, South Valley, Kafr El-Sheikh, Al-Menoufia), which means that there is an increase in the representation of Egyptian universities this year reached to 17.1%, at the level of universities’ classification compared to 16.4% last year.

§ The US "US News" ranking for the year 2020 witnessed inclusion of 40 programs within 10 different specializations: Agricultural Sciences - Biology and Biochemistry - Chemistry - Clinical Medicine - Engineering - Immunology - Material Science - Pharmacy - Physics - Animal Science”, where Cairo university was listed in all programs, and the Cairo University Pharmacy Program ranked 107 in the world in the best arrangement for an Egyptian program globally.
Also another 7 programs for Egyptian universities were classified in the specialty of chemistry, and 6 programs for Egyptian universities in the field of clinical medicine, and 9 programs for Egyptian universities in the specialty Engineering, 2 programs for Egyptian universities in the field of materials science, 5 programs for Egyptian universities in the specialty of pharmacy, 6 programs for Egyptian universities in the specialty of physics, and 2 programs for Egyptian universities in the field of animal sciences.

§ Including 20 Egyptian university in the British Times classification for 2020.

§ Including 23 Egyptian university among 767 international university in the British Times classification of the impact of universities on achieving the sustainable development goals for 2020.

§ Including 9 Egyptian universities in the list of foreign bodies of the Indian Medical Council, they are: (Ain Shams - Alexandria - Cairo - Helwan - Kafr El Sheikh - Mansoura - Menoufia - Suez - Tanta).

Regarding the development of the new arrivals system, we find that:

§ The number of arrival students increased to 72,000 students enrolled in higher education institutions (first stage - postgraduate studies).

§ The completion of developing the central administration building for arrival students at the Ministry’s headquarters in the embassy district of Nasr City, and the Arabic Language Center for non-native speakers, and the official opening took place on 2/12/2018.

§ Launching the "Study in Egypt" application on the mobile phones.

The Egyptian-African cooperation witnessed many achievements:

§ Egypt has provided 1,900 scholarships to the people of the African continent at a cost of about $ 17 million annually. For example, the number of scholarships granted to countries in the African continent to study in the medical sciences sector during the period 2014-2020 reached 1.632 grants.

§ In Egypt, there are 1,100 African students studying with scholarships that are being increased, in addition to that the research centers harness all their capabilities to communicate with African researchers to organize joint research projects, especially in the fields of health, energy, agriculture and water.

§ The total scholarships granted annually to African countries are about 644 scholarships for the first university stage, 409 of which were allocated to the Nile Basin countries, 167 to postgraduate studies, 131 of which were allocated to the Nile Basin countries, implementation rates in the current academic year reached 59% for the undergraduate stage, 78% for the postgraduate level in addition to 40 scholarships to study Arabic.

§ Providing 50 scholarships for young African researchers, at a total cost of EGP 12.5 million, to confirm Egypt's pioneering role in supporting Africa and developing its capabilities related to the youth and scientific research sectors.

§ The three branches of Egyptian universities (Alexandria University branch in South Sudan, Alexandria University branch in Chad and Cairo University branch in Sudan) continue to provide a distinguished scientific model for a qualified graduate for the labor market simulating the needs of the state.

§  Approving the establishment of the Institute of Afro-Asian Studies for Postgraduate Studies at the University of the Suez Canal, where Cabinet agreed to amend some provisions of the executive regulations of the Law on Organizing Universities issued in Law No. 49 of 1972, regarding the establishment of the Institute of Afro-Asian Studies for Higher Studies in Ismailia at the University of the Suez Canal.

§ The Egyptian medical colleges organized medical convoys for Africa, during which 1,000 cases were examined and more than 600 surgical operations were performed in various countries of Africa.

§ The Ministry of Higher Education, through the Academy of Scientific Research and Technology, presents annual awards for young creative and African researchers to support the process of scientific research and innovation.

§ This year, the Ministry organized nearly 30 scientific conferences in various specialties in which many African countries, African scientists and researchers were hosted, which contributes to the spread of knowledge and the exchange of experiences.

The Ministry of Higher Education and Scientific Research has developed a number of national strategies and has also participated with other parties in developing a number of strategies in various fields:

§ The National Science, Technology and Innovation Strategy 2030.

§ The National Employment Strategy.

§ The National Strategy for Artificial Intelligence.

§ The national strategy for the electric car industry.

§ The strategy to combat extremism and “takfiri” ideology in universities.

With regard to national initiatives, the Ministry launched:

§ Egypt's Industrial Initiative.

§ Study in Egypt initiative.

§ Million Programmer Initiative with Huawei.

§ Some 365 Health Initiative.

§ "FUSION" initiative, for the partnership between engineering education and scientific research, under the auspices of the Prime Minister, which aims to develop the Egyptian industry, and to qualify a new generation of creative graduates and entrepreneurs to advance the Egyptian economy.

In terms of digital transformation:

§ Work is underway to complete the national project to raise the efficiency of the universities ‘information infrastructure in line with the state’s policy of digital transformation in order to convert it into smart universities.

§ Launching of the Geographic Information Portal (GIS) of the Ministry of Higher Education and Scientific Research.

§ Establishing 8 technological parks in cooperation with the Ministry of Communications and Information Technology in the following universities: “Menoufia, Mansoura, Sohag, Aswan, Minya (Qena), South Valley, and the Suez Canal”, within the framework of the country's strategy towards settling and spreading the culture of creativity and innovation around the Republic, encouraging development and digital economy, and the employment of the latest technology fields in achieving more competition and entrepreneurship in line with the strategy of the Ministry in serving the surrounding community and preparing a generation capable of creativity and innovation and to integrate information and communications technology in the educational process to achieve the maximum possible benefit from advanced technological systems.

§ Activating the electronic complaints system for citizens.

§ Activating the system of learning and electronic tests in universities.

§ Activating the electronic payment system for different services in universities.

With regard to student activities:

§ Organizing cultural, artistic, sports and political awareness activities (simulating the Arab League States, the United Nations and simulating the European Parliament).

§ Organizing the universities' league.

§ Egypt won the organization of the 2022 World Squash and Handball Championships 2024 for universities.

§ Some 146,351students have participated in student activities organized by the University Sports Federation.

§ Some 14,833 male and female students participated in the early regional championship and college championships in the summer camp in Baltim.

§ Some 13,480 students participated in the Science Clubs Forum.

§ Some 1,096 male and female students participated in excursion and camping activities.

§ Launching the activities of the second festival of beach games for Egyptian universities in Matrouh Governorate, with the participation of 330 students from 25 Egyptian universities.

§ The activities of the second week of the Egyptian Universities Youth for the Disability Challenge were held at Menoufia University, with the participation of more than 1500 students from Egyptian universities.

§ The activities of the first African University Youth Week in Aswan, with the participation of 21 African countries and 24 Egyptian universities, within the framework of the announcement of President Abdel Fattah El Sisi Aswan, the capital of African youth for the year 2019.

§ The marathon of student union elections at universities and institutes ended for the academic year 2019/2020, where (6) female students of the Presidency of the Union held universities (Cairo - Helwan - Suez Canal - Damietta - Luxor - Suez).

Competitions at the university level:

- Launching the contest for the best university in the (preparation for the academic year, digital transformation, slum development, and combating literacy.

- Launching the Electric Vehicle Rally (EVER) in the New Administrative Capital, under the auspices of the Prime Minister (first season 2018 and second 2019). EVER is the first technological competition of its kind in Egypt and the Arab region, with the aim of transferring and localizing technology, deepening local manufacturing, and gathering national capabilities at home and abroad.

- Organizing a contest to support student graduation projects. 300 projects were chosen to be financed by LE 13 million in the fields of (furniture and decoration, green technology, auxiliary programs for the disabled, software, Internet of Things, cartoon and electronic games, electronics and robotics industry, energy and water, fish farming .... and others).

International competitions

- A group of students from the Engineering Faculties in the Egyptian universities won the second place in the Huawei International Contest for Information and Communication Technology Skills "Huawei ICT competition", which was held in China during the period from 26 to 27 May 2019.

- A group of students from the Faculty of Engineering, Heliopolis University won the third place in the Robocon Contest 2019.

- Faculty of Engineering, Ain Shams University topped the universities of the Middle East and Africa in the Formula Student race in England. The team consisted of 44 students ranked 26 among 81 participating teams from different countries of the world by participating by two cars, one of which is petrol and the other is electric.

- Alexandria University won first place globally in the final rankings of the largest international contest of the European Union on spreading awareness of entrepreneurship, which was held on October 17, 2019 in the Finnish Capital, Helsinki.

Ministry's achievements in developing university hospitals

- Developed 113 university hospitals, with an increase of 25 hospitals over 2014, in addition to a number of medical research centers and institutes in the Arab Republic of Egypt.

Participation in presidential initiatives:

- “One hundred million health - eliminating virus C and noncommunicable diseases” (319,989 students and 300,000 citizens from university hospitals staff)

- "Women's Health" (first stage 5 university hospitals operating as advanced diagnostic centers for positive cases in the survey and training workers in survey points for about 12 thousand cases)

Ending the waiting Lists:

- Seventy-five thousand surgical interventions and 79% of liver transplant cases were Performed

- Medical convoys of African countries.

- Develop and raise the efficiency of Kasr Al-Aini Emergency Hospital.

- Building 500 500 hospital.

- Development and rehabilitation of the National Cancer Institute.

- Cooperation with the Ministry of Health and Population in activating the comprehensive health insurance system in Port Said.

- 41 protocols were signed between university hospitals and the Ministry of Health and Population in various governorates from 2015 to 2019.

International partnerships and agreements

- Thirty-five bilateral agreements between Egyptian universities and their counterparts of foreign universities:

1- Fourteen Memoranda of Understanding

2- Sixteen Cooperation Agreements

3- Three cooperation Protocols

4- Two twinning agreement

- Three Cooperation protocols between the Electronics Research Institute and the universities of Menzu and Ningxia, China, aiming at cooperation in advanced high-efficiency solar cell manufacturing technology, nanotechnology solar energy storage units, and handling e-waste; And dealing with agricultural water.

- Cooperation protocol between a number of Egyptian universities (Ain Shams - Helwan - Zagazig - Suez Canal - Menoufia - Alexandria - South Valley - Sohag) and the American Ocean University to establish community colleges, within the framework of developing technical education.

- A triple memorandum of understanding between the Arab Republic of Egypt and Greece and Cyprus during the tripartite presidential summit on 10/10/2018.

- A twinning partnership agreement between the Faculty of Engineering, Ain Shams University and the Faculty of Engineering, East London University in England; With a view to granting dual degrees from both universities in architecture programs, building engineering, and software systems.

- Rowad 2030 initiative to implement the professional master's program for entrepreneurship in cooperation between Cambridge University and the Faculty of Economics and Political Science at Cairo University.

- A cooperation agreement between the Electronics Research Institute and the Shanghai Institute of Micro-Systems and Information Technology (SIMIT), with the aim of establishing mechanisms for cooperation in the field of clean room construction and technology transfer consultations.

Hosting and organizing international conferences and seminars

- Global Forum for Higher Education and Scientific Research, the first edition 2019

- The seventeenth conference of ministers responsible for higher education and scientific research in the Arab world

- Third African Forum on Science, Technology and Innovation

- The conference of unleashing Egyptians energies

International scientific research and innovation indicators

- Egypt was ranked 38 among 230 world countries with respect to the number of released scientific researches, with 22.6 thousand researches being published.

- Egypt has advanced 13 places since 2017 to rank 92nd in the Global Innovation Index 2019.

- Egypt was ranked 53rd in the research and development sub-index of the Global Innovation Index.

- Egypt was ranked 94th out of 140 countries in the 2018 Global Competitiveness Index (GCI).

- Egypt came in 11th position in the world and first in Africa in the field of seawater desalination.

- Egypt came in the 25th place in nanotechnology and in the 3rd place in Africa in climate-smart agriculture.

- Around 170 master degree scholarships were selected as part of the next generation scientists’ program, with a total funding of EGP 13.5 million

- The number of patent applications at the Egyptian Patent Office (EGPO) reached 2,255 (997 filed by Egyptians and 1,258 filed by foreigners),

- The Egyptian Patent Office (EGPO) granted 690 patents (155 for Egyptians and 535 for foreigners) in 2018.

Spreading the culture of science and innovation through:

- Launching the 5th session for the University of the Child. The number of enrolled students reached 16,400 students in 39 universities.

- Launching the Fifth Cairo International Innovation Exhibition in 2018. 670 innovations were displayed. The exhibition was launched in its sixth edition in 2019 with international participation from 22 countries worldwide. Tthe exhibition included nearly 1,000 exhibitors with distinct ideas and innovations from Egypt and Arab, African and foreign countries.

- Signing contracts to implement 582 research projects in the areas of energy, water, health, communications, agriculture, modern technologies, environment and strategic industries, with a total financing of EGP 195 million

- Implementing more than 95% of applied research projects were conducted on solar concentrators and seawater desalination, with a grant of 7.5 million euros, in addition to building a solar-powered mobile water desalination plant in Borg El Arab and Shalateen cities.

Deepening technological development

- Finalizing the contracting procedures to create an incubator in the field of artificial intelligence with Rowad 2030 and the Faculty of Engineering, Alexandria University.

- The number of technological incubators has reached 19 technology incubators aiming to increase the number of incubators to 24 incubators.

- Graduating 68 companies through technological incubators to operate in the market. Currently, 25 startups are being incubated.

- The number of technological alliances reached 13.

- The total cost of implementing the technology development deepening program is about LE 240 million.

The Ministry also witnessed various achievements in the field of development, quality and governance, through controlling the legislations governing the system of higher education and scientific research, as a package of laws was issued, including:

1- Law for the establishment of branches of foreign universities and university institutions in the Arab Republic of Egypt (Law No. 162 of 2018).

2- Amending Law No. 49 of 1972 regarding the organization of universities and its executive regulations.

3- Amending Law No. 12 of 2009 regarding the establishment of private and private universities and its executive regulations.

4- Amending some provisions of Law No. 161 of 2012 establishing the Zewail City of Science and Technology.

5- Law on Organizing Work in University Hospitals (Law No. 19 of 2018) (Ministry of Health and Ministry of Higher Education).

6- Cabinet Resolution No. 656 of 2018 regarding the duration of study at the Faculty of Medicine (5 + 2).

7- Amending Law No. 415 of 1954 for practicing the medical profession (Ministry of Health and Ministry of Higher Education).

8- The Egyptian Space Agency Establishment Law (Law No. 3 of 2018).

9- Science, Technology and Innovation Incentives Law (Law No. 23 of 2018) and its executive regulations.

10- The Law Establishing the Creators and Creators Care Fund (Law No. 1 of 2019).

11- Law establishing the Commission for Science, Technology and Innovation.

12- Law of establishing the Endowment Research Fund.

13- Amending some provisions of the law regulating universities in matters of faculty members and the Staff Welfare Fund.

14- Amending some provisions of the executive regulations of the law regulating universities in relation to articles related to faculty remuneration.

15- Cabinet approval of a law amending some provisions of the law establishing private and private universities.

16- Finalizing the preparation of a draft law amending some provisions of the Zewail City Construction Law.

17- The draft law amending some provisions of the missions’ law has been completed.

18- The decision of the Prime Minister to issue legislative amendments to the title of academic degrees granted by the Faculties of Pharmacy in the Egyptian Universities (Bachelor of Pharmacy D) and Clinical Pharmacy (Pharm D), which applies to new students enrolled in Faculties of Pharmacy, starting from the academic year 2019/2020.

19- Establishing a fund for the care of faculty members and workers in universities, centers, and research institutes.

20- Establishing a fund for the martyrs and their families.

21- Law Establishing the Endowment Research Fund.

The most important activities of the Ministry's research center

- Launch of the Cube Sat satellite.

- Hosting the African Space Agency.

- Egypt's national electronics manufacturing project.

- The discovery of iron ore in Farafra.

- Development and development of the Egyptian lakes.

Finally, the Ministry of Higher Education and Scientific Research has tangible achievements in the field of combating the New Coronavirus disease COVID-19:

- Egypt ranked first in Africa and the Middle East and ninth in the world in the number of researches (57 researches) related to the New Coronavirus disease COVID-19
