President’s activities during September 2022

Meetings with government officials

On September 3, 2022, President Abd El-Fattah El-Sisi met with Lieutenant-General Osama Rabie, Chairman of the Suez Canal Authority.

Lieutenant-General Osama Rabie confirmed that the new Suez Canal, and the continuous development of the canal have enhanced the Canal’s capabilities as a global hub for trade and support for the country’s national economy. He added that the canal has achieved unprecedented rates in its history in terms of annual revenue, which amounted to about 7 billion dollars.  

Lieutenant General, Osama Rabie, also reviewed the Suez Canal Authority's strategy to activate the yacht tourism movement, develop its ports, and support it with all the logistics and services necessary to enhance Egypt's capabilities as a passage for receiving and transiting yachts due to its distinguished location on the Red and Mediterranean seas.

During the meeting, they tackled the efforts of the Suez Canal Authority to localize the manufacture of fishing vessels and boats. The President directed to develop these efforts to produce fishing boats to be used by the fishermen in the Egyptian lakes, that have been developed such as Lake Manzala and others, as a replacement for the primitive wooden boats currently used.  

On September 4, 2022, President Abd El- Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, and Mr. El-Qusair, Minister of Agriculture and Land Reclamation.

During the meeting, they reviewed the agricultural production and food security system at the level of the Republic. In this regard, the President directed to develop the contract farming system for crops, with the aim of supporting farmers, enhancing their income and increasing their profits.

In addition to that, the President was briefed on the efforts of the Ministry of Agriculture with regard to maximizing livestock and developing the feed system, as well as continuing to raise the efficiency of the method of combating cross-border diseases through the system of veterinary vaccines.

On September 5, 2022, President Abd El- Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, and Dr. Hala Al-Saeed, Minister of Planning and Economic Development.

During the meeting, they tackled the development of economic indicators.

The Minister of Planning presented the developments of the activities of the Sovereign Fund for Investment and Development of Egypt since its establishment until now. It is one of the main investment schemes of the state and as a partner for the private sector, in various investment fields, such as utilities, infrastructure, tourism, real estate investment, financial services, digital transformation, education and industry.

In this context, the President was briefed on the future plan of the Sovereign Fund of Egypt during 2023 to attract more investments from other sovereign funds and regional and international investors, considering that this is one of the most important objectives for which the Fund was established.  The Fund aims to attract investments, especially in the sectors of utilities, infrastructure, seawater desalination plants, and green hydrogen projects.

The President directed to strengthen the efforts and role of Egypt’s Sovereign Fund to attract investments for the benefit of the national economy, in order to achieve the objectives of the state’s development strategy, which considers the private sector an essential partner in the development process.

On September 12, 2022, President Abd El-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, and Dr. Amr Talaat, Minister of Communications and Information Technology.

The meeting focused on national projects for the communications and information technology sector. The President directed the allocation of rewarding incentives to encourage outstanding students of the Ashbal Misr Digital Initiative, in order to promote human development and build capabilities for the talented in the information technology sector.

President Abd El-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Lieutenant-General Kamel El-Wazir, Minister of Transport, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, and Major General Hisham El-Sweifi, Head of the Engineering Authority of the Armed Forces.

 The meeting discussed the executive position of a number of projects of the Ministry of Transport. Lieutenant General Kamel Al-Wazir reviewed the efforts to develop the railway system at the level of the Republic in its various aspects, especially the executive and construction position of the first line of the high-speed electric train network (Ain Sukhna / El Alamein / Marsa Matrouh), which extends along the length of 660 km.

On September 21, 2022, President Abd El-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Khaled Abd El-Ghaffar, Minister of Health and Population, Nevin Al-Kabbaj, Minister of Social Solidarity, Dr. Muhammad Ayman Ashour, Minister of Higher Education and Scientific Research, and Dr. Muhammad Awad Taj El-Din, Advisor to the President of the Republic For Health and Prevention Affairs, Major General Doctor Bahaa El Din Zeidan, Chairman of the Board of Directors of the the Egyptian Authority for Unified Procurement, Major General El Sayed El Ghaly, Chairman of the Board of Directors of the Martyrs Honor Fund, Major General Doctor Eid Mahmoud, Adviser to the Minister of Defense for Medical Education and Prosthetic Devices, and Major General Muhammad Ali, Deputy Director of the Technical Research and Development Department of the Armed Forces.

The official spokesman for the Presidency of the Republic stated that the meeting focused on the efforts to localize the manufacture of artificial limbs and prosthetic devices for people with special needs.

On September 25, 2022, President Abd El-Fattah El-Sisi met on with Dr. Mostafa Madbouly, Prime Minister, and Dr. Reda Hegazy, Minister of Education and Technical Education.

The meeting discussed the state's strategy for developing education. The President directed to complete the stages of developing the basic education system as a strategic approach for the state.

On September 25, 2022, President Abd El-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Shaker, Minister of Electricity and Renewable Energy, and Eng. Mahmoud Kamal, Minister of Public Business Sector.

The meeting focused on efforts to develop the aluminum industry in Egypt. The President directed to strengthen the existing efforts to provide a supportive environment for the national heavy industries sector, foremost of which is the aluminum industry.

On September 27, 2022, President Abd El-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Khaled Abdel Ghaffar, Minister of Health and Population, Dr. Hala Al-Saeed, Minister of Planning and Economic Development, Dr. Muhammad Awad Taj El-Din, Advisor to the President of the Republic for Health and Prevention Affairs, and a number of senior officials. The President directed to expedite the executive steps to establish strategic stores for medical storage all over the Republic. He highlighted the importance of having the ability to provide a strategic reserve to cover the needs of current and future consumption of medical supplies and medicine, in accordance with international standards, and using the latest technological means.

The Minister of Health also presented the achievements of the presidential initiative to end waiting lists over the 4 years since its launch, with the participation of 466 public and private hospitals, which succeeded in treating one million and 370 thousand patients, at a total cost of 12 billion pounds. The President directed to provide additional financial resources to expand the initiative and add new surgical specialties. He highlighted the importance of educating citizens on how to benefit from this initiative and simplifying the relevant administrative procedures.

On September 29, 20222, President Abd El-Fattah El-Sisi met with Lieutenant-General Ahmad Khaled, commander of the strategic leadership and supervisor of military industrialization, Major General Ahmad El-Shazly, head of the Financial Affairs Authority of the Armed Forces, Major General Amir Sayed Ahmad, advisor to the President of the Republic for urban planning, and Major General Hisham El-Sweifi, head of the Armed Forces Engineering authority. A group of businessmen from the private sector also attended the meeting.

On September 30, 2022, President Abd El-Fattah El-Sisi met with General Muhammad Zaki, Minister of Defense and Military Production, Major General Amir Sayed Ahmed, Advisor to the President of the Republic for Urban Planning, Major General Hisham Souefi, Head of the Engineering Authority of the Armed Forces, and Major General Ahmad El-Shazly, Head of the Financial Affairs Authority of The Armed Forces, Major General Walid Abu Al-Majd, Director of the National Service Projects Authority for the Armed Forces, Major General Tawfiq Sami, board Chairman of the National Company for Desert Lands, and Major General Karam Salem, board Chairman of the National Contracting Company.

The meeting discussed the developments of the executive position of the national project for agricultural production and land reclamation in the Toshka region in the south of the valley, within the framework of the state's strategy to increase the agricultural land area.

The President was briefed on the efforts to develop the infrastructure, including roads and axes, and the provision of machinery and equipment, including modern irrigation methods, water stations, and agricultural mechanization.

Field Tours

On September 7, 2022, President Abd El Fattah El-Sisi inspected the progress of work in the new administrative capital.

On September 8, 2022, President Abd El-Fattah El-Sisi visited the Suez Canal Authority in Ismailia and inaugurated the Authority’s Olympic Village. He also witnessed the inauguration of the new marine units, as well as the executive position for the development of the southern sector of the canal.

On September 9, 2022, President Abd El Fattah El-Sisi inspected the construction works to develop a number of roads and axes in Greater Cairo.

The president's tour included his inspection of the implementation works of the Yasser Rizk axis.The President also inspected the progress of work on the Muhammad Ezzat Adel axis, which links between southern Cairo and Helwan, starting from the Autostrad Road to Ain Sukhna Road and the New Administrative Capital.

On September 28, 2022, President Abd El-Fattah El-Sisi visited the public free zone in Nasr City.

Receiving kings and heads of state

On September 6, 2022, President Abd El-Fattah El-Sisi received, at Al-Itehadya Palace Palestinian President Mahmoud Abbas Abu Mazen, in the presence of Major General Abbas Kamel, head of the General Intelligence, Dr. Riyad al-Malki, Palestinian Foreign Minister, Hussein al-Sheikh, Secretary of the Executive Committee of the Palestine Liberation Organization, Major General Majid Faraj, head of Palestinian General Intelligence, and Ambassador Diab al-Louh, the Palestinian ambassador in Cairo.

The meeting focused on "the latest developments in the Palestinian cause." The President welcomed President Mahmoud Abbas and stressed that Egypt will continue to provide all possible support to the Palestinian cause; in a manner that ensures the realization of the legitimate aspirations of the Palestinian people

For his part, the Palestinian President expressed his appreciation for Egypt's tireless efforts in support of the Palestinian cause, praising Egypt's historical role in this regard in order to reach a just and comprehensive solution to the Palestinian cause.

President Abd El-Fattah El-Sisi attended the Egypt International Cooperation Forum in the new administrative capital

On September 7, 2022, President Abd El-Fattah El-Sisi attended the Egypt International Cooperation Forum, which included a number of main topics within the framework of mobilizing resources and financing for the climate change agenda and its repercussions. In addition to that, they reviewed the national efforts and measures taken in this regard.

Receiving foreign officials

On September 1, 2022, President Abd El-Fattah El-Sisi received Dimitri Kobilozis, head of the Kopelozis Greek Electricity Companies Union, in the presence of Prime Minister Mostafa Madbouly and Minister of Electricity and Renewable Energy Muhammad Shaker.

During the meeting, they reviewed cooperation to implement projects to produce electricity from renewable energy sources in Egypt, and to transfer it to Europe via Greece through the establishment of a submarine cable for electrical connection between the two countries.

On September 4, 2022, President Abd El-Fattah El-Sisi received Prince Faisal bin Farhan, Minister of Foreign Affairs of the Kingdom of Saudi Arabia, in the presence of Sameh Shoukry, Minister of Foreign Affairs, and Osama Naqli, the Saudi ambassador in Cairo.

The Saudi Foreign Minister conveyed to the President the greetings of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and His Highness Prince Muhammad bin Salman, Crown Prince of the Kingdom of Saudi Arabia.  

For his part, the President requested to convey his greetings to His Majesty the Saudi King and His Highness the Crown Prince. He stressed the strategic distinctiveness of the Egyptian-Saudi relations, as they represent a pillar for the stability of the entire Arab region, especially in light of the circumstances the Arab countries are going through and the various challenges they face.

The Spokesman added that the meeting discussed some issues of bilateral cooperation relations between the two fraternal countries, and a number of regional and international issues of common interest.

On September 6, 2022, President Abd El-Fattah El-Sisi received Ramtane Lamamra, Minister of Foreign Affairs of the People’s Democratic Republic of Algeria, in the presence of Sameh Shoukry, Minister of Foreign Affairs, as well as Hamid Shbira, the Algerian ambassador in Cairo.

The Algerian Foreign Minister handed over to the President a written message from the Algerian President Abdelmadjid Tebboune. The message included the invitation of the President to participate in the upcoming Arab summit in Algeria at the beginning of next November. It also stressed Algeria’s keenness to strengthen bilateral cooperation frameworks at various levels.

For his side, the President requested to convey his greetings to his brother President Abdelmadjid Tebboune and welcomed the invitation from the Algerian President. He also expressed Egypt’s aspiration to work with Algeria to ensure the success of the Arab Summit in promoting joint Arab action to address the huge challenges facing the nation, with the aim of restoring its position and unity.

The meeting dealt with the prospects of bilateral relations between the two countries. They stressed the common desire to strengthen cooperation frameworks in various fields and to maximize effective communication channels between the two countries.

During the meeting, they exchanged views on a number of regional issues of common interest at the Arab level, especially the latest developments in Syria, Libya and Iraq. They agreed on the importance of intensifying mutual coordination to work on restoring security, stability and regional peace.

On September 7, 2022, President Abd El-Fattah El-Sisi received Mrs. Odile Renaud Basso, President of the European Bank for Reconstruction and Development (EBRD), in the presence of Dr. Mostafa Madbouly, Prime Minister, Mr. Sameh Shoukry, Minister of Foreign Affairs, and Dr. Rania Al-Mashat, Minister of International Cooperation.

The President welcomed the President of EBRD, stressing Egypt’s appreciation for the distinguished relations with the Bank, especially in light of the important role the Bank played during the past years as a partner in the success of the development process in Egypt.

Climate Summit COP27, and in light of the global momentum that the issue of climate change enjoys.

For her part, the President of the European Bank for Reconstruction and Development expressed her honor to meet the President, stressing the Bank's pride in the strong cooperation relations with Egypt and its various financial institutions, and praising the success of Egyptian efforts to achieve economic reform, and then the European Bank's keenness to enhance cooperation with Egypt, especially with regard to financing Green transformation projects.

The Spokesman added that the meeting discussed ways to enhance cooperation with the European Bank, and work to increase its contribution to financing projects being implemented in Egypt, in light of the adoption of the new strategy for cooperation between the two sides, especially with regard to new and renewable energy projects.

On September 10, 2022, President Abd El-Fattah El-Sisi received Tarje Belskog, CEO of the Norwegian Scatec company for new and renewable energy, in the presence of Dr. Muhammad Shaker, Minister of Electricity and Renewable Energy, along with Hilda Klimtsdale, the Norwegian Ambassador in Cairo, and Mr. Muhammad Amer, Regional General Manager for the Middle East and North Africa at Scatec.

The official spokesman for the Presidency of the Republic stated that the meeting discussed cooperation with the Norwegian company, Scatec, on new and renewable energy projects, and the establishment of a project to produce electrical energy amounting to 3 gigawatts of wind energy, within the national strategy for generating clean energy.

The President affirmed Egypt's interest in cooperating with the Norwegian side due to the extensive experience it enjoys in the field of new and renewable energy.

On September 10, 2022, President Abd El-Fattah El-Sisi received Mr. Andrew Forrest, President of the Australian FFI Energy Company, in the presence of Dr. Muhammad Shaker, Minister of Electricity and Renewable Energy, and Eng. Tarek El Molla, Minister of Petroleum and Mineral Resources, as well as Mr. Moataz Kandil, Regional General Manager for the company’s Middle East and North Africa region.

The meeting discussed cooperation between the Australian company and the electricity sector and renewable energy in Egypt in the field of green hydrogen and green ammonia production, including a project to produce 9.2 gigawatts of electrical energy from new and renewable energy.

The President directed to provide all the necessary facilities to speed up the process of implementing joint projects related to green energy, and to benefit from the advanced experiences of Australian companies in this field.  

For his part, the head of the Australian company (FFI) expressed his honor to meet the president and praised the great capabilities and potential resources possessed by the renewable energy sector in Egypt.

On September 11, 2022, President Abd El-Fattah El-Sisi received the heads of the African Constitutional and Supreme Courts participating in the Sixth Conference organized by the Egyptian Constitutional Court of African Constitutional and Supreme Courts.

The official spokesperson for the Presidency of the Republic stated that the President welcomed the heads of African courts, stressing Egypt's keenness to support the role of the judiciary in African societies.

The President also stressed that judicial efforts have gained particular importance in light of the challenges facing African countries, especially with regard to citizenship rights, the rights of refugees and migrants, the protection of cultural identity, the rights of peoples to their common natural resources, and economic development efforts. The President also stressed the importance of popular awareness to strengthen the role of law and judicial institutions in order to enable countries to effectively address the challenges that threaten their existence, the most serious of which are extremist ideology and discrimination among citizens on religious, racial or sectarian grounds, as well as to preserve their security and stability.

On September 19, 2022, President Abdel Fattah El-Sisi received the Indian Minister of Defense,  in the presence of the Minister of Defense and Military Production, Lieutenant-General Muhammad Zaki, as well as the Indian Ambassador in Cairo Ajit Gupte, the First Undersecretary of the Indian Ministry of Defense Nivedita Shukla, and the private secretary of the Indian Minister of Defense Alok Tiwari.

The president asked to convey his greetings to Indian Prime Minister Narendra Modi, pointing out Egypt's appreciation for the close historical ties it has with India, and its keenness to enhance areas of bilateral cooperation, especially military and defense.  

For his part, the Indian Defense Minister conveyed to President Sisi the greetings of the Indian Prime Minister, expressing his country's appreciation for the special Egyptian-Indian relations, stressing India's interest in deepening these historical relations.  

The meeting discussed ways to enhance military and security cooperation between the two countries, especially with regard to cooperation in joint manufacturing, transfer and localization of technology, with the aim of exploiting the capabilities and infrastructure available in the two countries.

On September 20, 2022, President Abd El-Fattah El-Sisi received the Indian Defense Minister Rajnath Singh, in the presence of Lieutenant-General Muhammad Zaki, Minister of Defense and Military Production, Mr. Ajit Gupte, ambassador of India in Cairo, and Mrs. Nivedita Shukla, First Undersecretary of the Indian Ministry of Defense, as well as Alok Tiwari Secretary to Defence Minister Rajnath Singh.

The Spokesman added that the meeting discussed ways to enhance military and security cooperation between the two countries, especially with regard to cooperation in manufacturing, transfer and localization of technology, with the aim of exploiting the capabilities and infrastructure available in the two countries. They also tackled cooperation in the field of training and rehabilitation, as well as the exchange of experiences and information.

On September 2022, President Abd El-Fattah El-Sisi received, at Al-Itehadya Palace the Arab ministers of information, stressing that media is a great influential and it is on a position of trust and responsibility.

During the meeting, the President stressed Egypt’s belief in the importance of the strategic role of the media in supporting countries’ efforts to achieve stability and development.

Foreign visits

President’s visit to Qatar

On Tuesda, September 13, 2022, President Abdel Fattah El-Sisi headed to Doha for a two-day official visit, which is the first of its kind by the President to the State of Qatar. The visit comes upon an invitation to the President by Amir of the State of Qatar, His Highness Sheikh Tamim Bin Hamad Al Thani.

The visit culminates intensive discussions between the two brotherly countries during the recent period. The discussions aimed at strengthening cooperation at all levels.

The President will discuss with the Amir of the State of Qatar, the most important aspects of bilateral relations between the two countries. They will also hold consultations and coordination on various regional and international issues of common interest, which require concerted efforts to safeguard Arab national security.

On September, 13, 2022, President El-Sisi Arrived at Hamad International Airport in Doha, Qatar, where he was received by Amir of the State of Qatar, His Highness Sheikh Tamim Bin Hamad Al Thani.

On September, 14, 2022, President Abdel Fattah El-Sisi met with Amir of the State of Qatar, His Highness Sheikh Tamim Bin Hamad Al Thani, at the Amiri Diwan in the Qatari capital, Doha,

An official reception ceremony was held and the two national anthems were played.

President El-Sisi and HH Sheikh Tamim Bin Hamad held a bilateral session of talks, followed by an expanded meeting attended by the two countries’ delegations.

HH Sheikh Tamim Bin Hamad welcomed President El-Sisi’s historic visit to Doha, which marks his first official visit to Qatar. The visit culminates the recent trajectory of excellence in Egyptian-Qatari relations. The Amir of Qatar lauded the brotherly bonds the two countries share, expressing appreciation for Egypt’s efforts in support of Arab and Gulf affairs across all levels. HH Sheikh Tamim Bin Hamad underscored Qatar’s commitment to strengthening bilateral cooperation in various fields in the coming period, by boosting Qatari investments in Egypt and capitalizing on the investment opportunities available there.

The Amir of Qatar valued Egypt’s prominent role in enhancing the mechanisms of joint Arab action, in the face of current crises and challenges in the region. He noted that it is an exemplary role model in maintaining stability and improving the developmental, economic and social conditions in the Arab world.

President El-Sisi expressed his appreciation and gratitude to his brother the Qatari Amir for the warm welcome and hospitality he received, valuing HH Sheikh Tamim Bin Hamad’s recent visit to Cairo last June which demonstrated the strengthening of relations between the two countries. President El-Sisi emphasized Egypt’s openness to cultivating closer and deeper bilateral relations across all levels, and to promoting them toward broader prospects of cooperation in the various political, security, economic and trade fields.

The meeting discussed ways to foster closer cooperation between Egypt and Qatar and to increase their joint trade, economic and investment relations. This shall push forward bilateral relations in a positive manner across numerous tracks.

The two leaders also focused on developments in Arab regional and international issues of mutual interest. There was an alignment in views with regard to the importance of enhancing coordination between the two countries for a sustainable political settlement to crises in the region, as an essential element for maintaining security and stability, and in a manner that achieves the aspirations of the Arab peoples to live in peace and stability.

President Abdel-Fattah El-Sisi and HH Sheikh Tamim Bin Hamad witnessed the signing of a Memorandum of Understanding, MoU, between The Sovereign Fund of Egypt for investment and development and The Qatar Investment Authority. Another MoU was signed in the field of social affairs between the Ministry of Social Solidarity and the Qatari Ministry of Social Development. The third MoU was signed for cooperation in the field of ports between Egypt and Qatar.

President Abdel Fattah El-Sisi met with representatives of the Qatari Businessmen Association at his residence in Doha. The encounter was attended by the Qatari Minister of Commerce and Industry, HH Sheikh Mohammed bin Hamad bin Qassim Al Thani and Chairman of the Qatari Businessmen Association, HE Sheikh Faisal Bin Qassim Al Thani. Also present were Minister of Foreign Affairs, Mr. Sameh Shoukry, the Head of the General Intelligence Service, Major General Abbas Kamel, Minister of Planning and Economic Development, Dr. Hala H. ElSaid and Minister of Petroleum and Mineral Resources, Eng. Tarek El Molla.

President El-Sisi welcomed the meeting which embodies the brotherly cooperation between Egypt and Qatar. The President affirmed Egypt’s commitment to fostering closer economic and trade cooperation with Qatar’s business community and companies, and to increasing joint investment. This aims to support the path of economic growth and development in the two countries, in joint efforts to boost mutual interests and leverage the opportunities available.

The Qatari Businessmen expressed honor and pleasure to meet with President El-Sisi. They confirmed that this gathering offers a great opportunity to strengthen the bonds of fraternity and cooperation. The attendees underlined their interest to explore possibilities to step-up cooperation between the two countries, given the various fields and the promising investment opportunity available in Egypt. Those include in particular the sectors of renewable energy, tourism, construction, real estate development, agriculture, industry and health care.

During his official visit to the State of Qatar, President Abdel Fattah El-Sisi was interviewed by Qatar News Agency (QNA).

President El-Sisi confirmed that the upcoming Arab Summit to be held in Algeria, comes at a sensitive time for the Arab nation, which faces multiple crises and tension. The President stressed that it was imperative to restore a number of principle and concepts in the Arab region such as upholding the nation-state, preserving the sovereignty and territorial integrity of states and not dealing with terrorist groups and armed militias. The President underlined the importance of supporting national armies and military institutions as well as strengthening the authority of central institutions to avoid leaving vacuum that powers outside this framework could exploit to tamper with the capabilities and future of peoples in Arab countries. Also, closing the door in the face of foreign interventions, while adhering to the principle of citizenship as a fundamental pillar to protecting societal peace. The President added that these are the basic principles around which the issues of the Arab region revolve and that is the framework through which we look forward to cooperating with the Arab brothers during the upcoming summit.
