President El-Sisi visit to Kenya to participate in the coordination meeting of the African Union

President Abdel Fattah El-Sisi arrived, 15-7-2023, in Nairobi, Kenya, to participate in the coordination meeting of the African Union and African regional economic groupings.









President Abdel Fattah El-Sisi signed the guest book as he started his visit to Kenya to participate in the coordination meeting of the African Union and regional economic groupings:

Objectives of the African Coordination Summit

The African Coordination Meeting was launched in 2019 under the Egyptian chairmanship of the African Union. It was established as part of efforts toward the institutional reform of the Union, the division of labour and tasks between the African Union Commission and regional economic groupings, and the enhancement of the course of regional integration among the continent's countries, particularly with regard to economic integration, the most significant steps of which was launching the African Continental Free Trade Area under the AU’s Egyptian chairmanship in 2019.

President El-Sisi is set to deliver a speech, outlining Egypt's plan in its capacity as current chair of the Steering Committee of Heads of State and Government of the African Development Agency (NEPAD). In his capacity as current chairperson of the United Nations Climate Conference, the President will also address the Environment and Climate Change Session, showcasing Egypt's efforts to address the impacts of climate change on African countries.

President El-Sisi is expected to hold talks with his brother, President of Kenya, William Ruto, to explore mechanisms to enhance bilateral cooperation between the two countries, ways to address the concerns of the African continent, as well as developments in regional issues and dossiers of mutual interest. They will also discuss cooperation to strengthen the frameworks of joint African action in order to push forward the development process and promote integration in the continent.

President El-Sisi Participates in the AU’s 5th Mid-Year Coordination Meeting





President Abdel Fattah El-Sisi's participated Sunday, in the 5th Mid-Year Coordination Meeting of the African Union, in the Kenyan capital, Nairobi.





The opening session of the 5th Mid-Year Coordination Meeting of the African Union included speeches by President of the African Commission, Musa Faki Mahamat, the President of Kenya, William Ruto, and the President of the Comoros, Ghazali Osmani, whose country chairs the African Union.

The session also dealt with ways to enhance trade integration between the countries of the continent and accelerate the implementation of the African Continental Free Trade Area.






After the opening session, a group photo was taken of the leaders and heads of government of African countries participating in the coordination meeting.





After that, President Abdel Fattah El-Sisi participated in a closed session that dealt with the current situation of continental integration, in which the Chairman of the African Union Commission, Moussa Faki Mohamed, spoke, and the President of Niger, Mohamedou Issoufou, who heads the African Continental Free Trade Area, in which he reviewed a report dealing with the steps taken to accelerate the implementation of the continental free trade area.




The closed session also included speeches by heads of African economic blocs that dealt with ways to achieve trade integration in the continent. The closed session also focused on the achievements of the New Partnership for Africa's Development (NEPAD) and its role in promoting African economic integration and achieving the goals of Agenda 2063.

Ladies and Gentlemen,

 

It gives me pleasure to be among you today in the Kenyan capital, Nairobi, to participate in the 5th Mid-Year Coordination Meeting of the African Union, the first edition of which was held under Egypt’s Chairmanship of the African Union in Niger in 2019, stemming from Egypt’s belief in the centrality of the trajectory of regional integration to further advance development rates in our African countries and reinforce means of their stability.

 

Allow me at the beginning of my address to express my sincere appreciation to my brother President William Ruto, President of the Republic of Kenya, for the hospitality and warm reception we have received, and extend gratitude to the work team of the African Union Commission, under the leadership of His Excellency Mr. Moussa Faki, Chairperson of the African Union Commission for the well-prepared and well-organized activities of our meeting today.

 

Honorable attendees,

 

I was honored, upon your confidence, to assume the chairmanship of the Steering Committee of the Heads of State and Government of the African Union Development Agency-NEPAD (AUDA-NEPAD) for the period 2023-2024. Egypt assumes the chairmanship of this vital entity amid very critical conditions, coinciding with tangible changes at the regional and international levels and on the political and economic fronts, necessitating our concerted efforts to counter the challenges facing our peoples and affecting our ability to continue on the path of development for our African countries.

 

Therefore, Egypt has set specific targets for its NEPAD chairmanship, based on boosting the rates of economic integration and on proposing solutions to address the existing challenges. Work will focus on implementing these priorities through the coordination with the NEPAD Secretariat, under Chief Executive Officer of AUDA-NEPAD, Ms Nardos Bekele-Thomas, and through ongoing consultations with the African countries. Efforts to achieve these goals also aim to expedite the implementation of Agenda 2063 for Africa’s Development and to benefit from Egyptian expertise and capabilities, including private sector companies operating in the fields of infrastructure, energy and communications, and which are fully prepared to provide the necessary support to the brotherly African countries in their path of development.

 

Allow me to outline Egypt's main priorities during its NEPAD chairmanship over the next two years:

 

First: The timely completion of the second 10-year plan to implement Africa's Development Agenda 2024-2034, taking into account the lessons learned from the implementation of the first 10-year plan and the challenges we have encountered. This plan shall be developed in full coordination with regional economic groupings and be an inclusive document that could be relied upon in assessing the continent's achievement of the objectives of the 10-year development agenda until 2034.

 

Second: Continuing efforts to mobilize financial resources in priority areas, primarily the development of the infrastructure under Program for Infrastructure Development in Africa (PIDA), as well as other important projects such as the Mediterranean-Lake Victoria Navigational Line and the Cairo-Cape Town road.

 

This is in addition to continuing endeavors to strengthen the role of the industrial sector in our African countries and our engagement in global value chains, by stimulating the diversity of African industries. Here, I call for the adoption of the NEPAD Secretariat's proposal to launch the initiative “Africa Team for Resource Mobilization” to identify funding needs for the African continent.

 

Third: Intensify efforts with international partners and funding organizations to find effective solutions to address the accumulated debt crisis, by developing debt-relief mechanisms, through debt forgiveness, debts swap or concessional repayment, as well as proposals on the governance of the global financial system that is more sensitive to the needs of developing countries.

 

Fourth: Accelerating the achievement of the objectives of the Continental Free Trade Agreement. In this regard, I would like to laud the Agency's efforts in launching the “100 thousand SME’s” Initiative to support their ability to integrate into cross-border trade as well as the Agency's efforts in launching “Africa Revitalization” Initiative to build the capacity of African youth in the areas of corporate creation and management and entrepreneurship.

 

Fifth: Continuing the mobilization of the necessary resources for the program the Triple Peace-Security-Development Nexus, which shares its priorities and objectives with the post-conflict reconstruction and development dossier, which I was honored to spearhead at the African continent’s level. I call on the NEPAD Secretariat to coordinate, in this context, with the Political Affairs, Peace, and Security (PAPS) Department of the African Union Commission and The African Union Centre for Post-Conflict Reconstruction and Development (AUC-PCRD), hosted in Cairo.

 

Ladies and Gentlemen,

 

I outlined to you Egypt's vision for its chairmanship of our development agency- NEPAD over the next two years. Those are the priorities we will strive to implement and translate into "doable initiatives", in coordination with my brothers, their excellences the Heads of State and Government, members of the Steering Committee, and the Agency’s Secretariat. Here, I would like to reaffirm Egypt's readiness to work diligently and sincerely to deepen economic integration among the countries of the region and to advance development rates in our states, so as to contribute to promoting the living standard of our peoples.

Your Excellences... Heads of State and Government,

Ladies and Gentlemen,

Thank you for giving me the floor to speak for the second time, during our meeting today. Allow me at the beginning of my speech, in the context of this important item that addresses the connection between climate change, opportunities and challenges imposed on the axis of regional integration, to express my sincere appreciation for your participation in the Climate Action Summit, during the activities of COP27 that took place in November 2022 in Sharm El-Sheikh and reflected the commitment of our African countries towards multilateral action to combat climate change.

I would like to commend the effort of my brother, His Excellency President William Ruto, for leading the Committee of African Heads of State and Government on Climate Change (CAHOSCC), wishing him success, as his country hosts the Climate Action Summit in September.

I would also like to congratulate my brother, His Excellency President of the Union of Comoros Azali Assoumani on the "Great Blue Wall" initiative, as a leading initiative to benefit from the riches of the blue economy, and adapt to climate change and thus contribute to the enhancement of development, especially in coastal areas.

Dear attendees,

Our summit comes at a time when the world is witnessing tireless efforts to deal with the current and expected effects of multiple crises, given their impact on the ability of developing countries, especially African countries, to achieve development for our societies and to maintain growth that was achieved. This is in addition to the status of uncertainty with regard to the international community, with its financing institutions, to provide the international environment to implement the green economy transformation.

This is, while bearing in mind the intertwined crises we are witnessing; the Ukrainian crisis, the energy crisis, the food and fertilizer crisis that coincide with a tangible increase in climate disasters.

Egypt hosted the World Climate Summit COP27 out of its keenness to participate effectively in formulating and facilitating the international effort to address climate change and to confirm the commitment of the African continent to advancing the climate action agenda by implementing the recommendations of science, in line with the principles of fairness and common but differentiated responsibilities and takes into account the national conditions of countries.

Our African continent is among the most affected as a result of climate change and its impact that varies between threats to coastal areas, increase in drought and desertification, and scarcity of water resources. This calls for looking for innovative ways to deal with it, given its centrality to the stability of societies and the achievement of sustainable development.

Ladies and Gentlemen,

Despite the commitment to seriously address the climate challenge that was demonstrated at the Sharm EL-Sheikh summit, what is actually being implemented on the ground is less than what is required. Development partners, including international institutions, are still incapable of responding appropriately to the needs of our African countries to implement the process of economic transformation for redirecting sectors like energy, transport and agriculture and preserving biodiversity and the ecosystems, while at the same time achieving the sustainable development goals.

Within this framework, I would like to outline to you Egypt’s vision with regard to the aspects that should be the focus of our efforts in the coming period:

First: Providing an appropriate environment for the prompt implementation of effective projects and programs to reduce emissions in the various sectors and facilitate access to renewable energy.

Second: Developing trajectories and fair programs for transformation in the various sectors.

Third: Focusing on the principles of equity and justice, whereby the transformation takes into consideration the social and economic dimensions and avoids unilateral measures that might have direct effect on the flow of international trade, particularly the exports of developing and African countries.

Fourth: Realizing climate justice and reinvigorating funding arrangements, the Loss and Damage Fund and adaptation financing, while acknowledging the burden endured by African countries to support their societies in the face of the negative impact of climate change.

Fifth: Enhancing regional cooperation to ensure the development of capacities to preserve the shared ecosystems, ensure the integrated benefiting by the states and contain any negative transboundary effects.

Sixth: Providing a supportive international environment necessary for the implementation, particularly concessional and adequate financing, and enhancing access to it, while ensuring its consistency with national ownership and that this does not result in a reduction in the funding necessary for eradicating poverty and achieving sustainable development.

Seventh: Effectively addressing the debt challenge and the high cost of financing, including resorting to innovative solutions such as debt exchange mechanisms, and reviewing and writing-off additional fees and interests.

Ladies and Gentlemen,

I have presented to you Egypt's vision with regard to the areas on which we need to focus as part of our joint efforts to address climate challenges. I hope that work will continue to translate these recommendations into” doable initiatives”. Believing in this, Egypt has launched a number of initiatives for water, adaptation, agriculture, energy, hydrogen and biodiversity in cooperation with the international partners, including the” Decent Life Initiative for Africa” and “The Global Forum for Renewable Hydrogen” Initiative, which I invite you to join.

In conclusion, I am confident that the upcoming summit in the United Arab Emirates will be a tangible step on a fair and equitable path to protect the planet from the catastrophic consequences of climate change and look forward to cooperating with all of you so that African and developing countries will continue to steer the international agenda towards strengthening international cooperation in the face of the existential challenge posed by climate change.

After that, a session was held on the initiative of the African Development Bank, in which the bank's president, Akinwumi Adesina, spoke about the bank's development initiatives in the African continent.




Abdel Fattah El-Sisi met with President of the Republic of Kenya, William Ruto, in the Kenyan capital, Nairobi, on the sidelines of the President's participation in the 5th Mid-Year Coordination Meeting of the African Union.

President of Kenya welcomed President El-Sisi’s visit to Nairobi, valuing the robust friendship and brotherly bonds the two countries share. The Kenyan President expressed huge appreciation for Egypt,  its people, and leadership. He underscored the broad prospects for further advancing relations and fostering closer joint cooperation between Egypt and Kenya. President Ruto also highlighted the prospects for strengthening joint African action so as to contribute to achieving the coveted sustainable development for the continent's states and peoples and stimulate efforts toward achieving continental integration at all levels.

President El-Sisi emphasized the outstanding bilateral relations Egypt shares with Kenya. The President confirmed the importance he placed on coordinating and consulting with his brother the President of Kenya on African issues so as to further advance efforts toward integration and preserving peace and security, and to enhance the development agenda in the African continent. This was demonstrated in the intensive engagement and bilateral meetings held between the two Presidents over the past period, the latest of which was their encounter last month at the COMESA summit in Zambia and their meeting at “The Summit for a New Global Financing Pact” in  Paris.

The meeting tackled ways to cultivate closer bilateral relations, and discussed a number of regional and continental issues. Those included the situation in the Horn of Africa and Nile Basin regions and the Sudanese crisis. The two Presidents reviewed efforts to coordinate initiatives aimed at settling the crisis, including the initiative emanating from Sudan’s Neighboring Countries Summit which was held in Egypt on July 13. This initiative integrates with other regional endeavors aimed at ending the conflict and heading to peaceful negotiations to achieve the interests of the brotherly Sudanese people.

 





President Abdel Fattah El-Sisi returned back to Egypt, Sunday evening 16-7-2023, after participating in the coordination meeting of the African Union in Nairobi, Kenya.
