President El- Sisi visit to Dubai to partake in COP28

President Abdel Fattah El-Sisi heads, 30-11-2023, to Dubai, the United Arab Emirates, to participate in the presidential segment of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28).
The President’s participation in COP28 comes upon an invitation extended by President of the United Arab Emirates, His Highness Sheikh Mohamed bin Zayed Al Nahyan, whose country will assume the coming chairmanship of the Conference of the Parties, and in Egypt’s capacity as current chair of the conference.
President El-Sisi will focus during the functions of the Dubai Conference on efforts by the Egyptian chairmanship of COP27 over the past year, starting with the Sharm El-Sheikh Summit in November 2022, which was dedicated to issues of interest to developing countries, in general, and African countries, in particular. Those primarily include bolstering efforts toward advancing international climate action and emphasizing the critical need for developed countries to live-up to their pledges, within the framework of the Paris Agreement on Climate Change.
The President’s agenda in Dubai will also include holding meetings with heads of state and government to discuss way to further strengthen frameworks of bilateral cooperation, as well as consultations and exchanges of views and visions on various regional and international issues.
President Abdel Fattah El-Sisi arrived, 30-11-2023, to the UAE to participate in the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28).
President El-Sisi was welcomed by Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi.
Upon his arrival this evening in Dubai, the United Arab Emirates, to participate in the COP28 Summit, President Abdel Fattah El-Sisi received at his residence Managing Director of the International Monetary Fund, Kristalina Georgieva.
The meeting reviewed the various facets of cooperation between Egypt and the IMF, notably in light of the ongoing cooperation program to fully implement Egypt’s economic reforms. President El-Sisi expressed appreciation for the fruitful partnership between the two sides, and emphasized the Government of Egypt’s commitment to maintaining it, given the conducive environment it fosters for all investors and global financial markets with regard to the Egyptian economy as well as the investment opportunities and broad prospects it provides. This takes into account Egypt’s resolve to continue to enhance the structural reforms pertinent to the financial and monetary policies and to further boost the role of the private sector in development.
The IMF Managing Director confirmed the IMF’s mutual interest to further advance its outstanding cooperation with Egypt and its support for Egypt’s economic reforms. In this regard, Ms. Georgieva lauded the performance of the Egyptian economy as well as its resilience and steadfastness in the face of the negative repercussions of the COVID-19 pandemic, the Russian-Ukrainian crisis and the situation in Gaza. She confirmed the IMF’s commitment to maintaining its joint cooperation with the government so as to realize Egypt’s national goals, including enhancing the overall economic indicators, bolstering its competitiveness, fostering deeper private sector engagement and completing the ongoing development efforts.
The meeting also tackled the issue of climate change and climate finance, notably in developing countries. This is in addition to the global economic situation and efforts underway to reform and enhance the international financing system and multilateral financial institutions, with a view to addressing the current escalating global challenges.

The two Presidents exchanged views on ways to further advance the outstanding relations between Egypt and France, in light of the strategic nature of these relations in various areas.
The meeting also focused on a multitude of regional and international issues, notably climate change as well as the escalation in the Gaza Strip. The two Presidents exchanged views on the recent developments, and President El-Sisi reviewed Egypt’s vision with regard to the crucial need for a ceasefire and for expanding the delivery of humanitarian relief and aid to the sector. The President also highlighted Egypt’s efforts to receive wounded Palestinians and evacuate foreign nationals. Your Excellencies, Ministers,
Ladies and Gentlemen,
It gives me pleasure to commence my speech by congratulating the United Arab Emirates on assuming the Chairmanship of the 28th Conference of the Parties (COP28) to the UN Framework Convention on Climate Change (UNFCCC), lauding the exceptional organization and confirming my full confidence in the UAE’s ability to contribute efficiently to achieving the goals of this edition.
Our conference today is being held, much like our gathering in Sharm El-Sheikh last year, as the world is grappling with grave political and international challenges, no less daunting than the serious repercussions of climate change. This makes it incumbent upon us, as political leaders responsible to our peoples, to work diligently to ensure that our conference yields ambitious results and expedites the fulfillment of past pledges.
Egypt, drawing upon its chairmanship of last year’s conference in Sharm El-Sheikh and the direct impact of climate change it endures, acknowledges the pressing need to work toward enhancing collective and urgent action to address the challenge of climate change. This shall take place in a manner that bolsters our ability to ensure sustainable development, that aligns harmoniously with the environment, safeguards Planet Earth for future generations and addresses the devastating climate impacts and disasters that current generations are experiencing, which surpass the capacity of nations, particularly developing countries, to manage and curb their impact on the diverse development domains.
Ladies and Gentlemen,
Our responsibility, as leaders gathered today, is to convey a clear message that we are committed, and even ambitious, in our actions and their implementation, in line with what we have agreed upon in Paris, whether it concerns responding to scientific recommendations or committing to responsibilities and pledges. This shall take place in alignment with the respective capacities of each country and the magnitude of its historical and ongoing contributions to the current climate challenges. Therefore, it is crucial to reiterate the principles of equity, fair transition, and Common but Differentiated Responsibilities as fundamental principles in the multilateral framework.
We were keen, in Sharm El-Sheikh, on launching several courses of action that would contribute to achieving our aspirations in this regard. Those included primarily the establishment of the “Loss and Damage Fund”, which aimed to provide financial assistance to nations most vulnerable and impacted by the effects of climate change; the “Just Transition Action Plan”; and the “Emissions Reduction Action Plan”. We have also paved the way for achieving the “Global Goal on Adaptation to Climate Change”.
Within this context, allow me to express my appreciation to all of you, in view of the outcomes we have experienced this year, particularly the headway achieved in deliberations on the “Just Transition” and the activation of the “Emissions Reduction Action Plan” in the energy and transport section. Furthermore, we have reached recommendations to invigorate financing mechanisms for developing countries, in order to mitigate the climate losses and damages and activate the relevant funding pool.
However, the success of these efforts is contingent upon providing sufficient funding, whether in terms of its instruments and mechanisms or its sources, volume and ease of access. Recognizing the need for alignment, we must collectively forge a shared vision that encompasses agreed-upon recommendations for the development of all system components, including the financial institutions and policies as well as evaluation institutions or the private sector.
Ladies and Gentlemen,
We firmly believe that achieving these goals is possible, if we embrace a spirit of cooperation and participation. Therefore, we urge the international community to adopt more resolute actions in the Dubai Conference, and to expand the engagement of community stakeholders, while avoiding unilateral measures that only serve narrow interests. I look forward for this conference to foster a robust international framework that reinvigorates cooperation and to direct the necessary financial and technical support to developing countries.
Finally, I would like to reiterate Egypt’s commitment to addressing the challenge of climate change. I would also like to extend a global appeal for all stakeholders to provide full and genuine support to the United Arab Emirates, to ensure that the Dubai Conference delivers historical outcomes, that assure all peoples of the world that we are determined, and even capable, God willing, to save and protect Planet Earth, the home of our lives, and the future of our children and grandchildren, generation after generation.

The meeting discussed ways to enhance bilateral cooperation, political coordination, and saw the exchange of views on various issues of common interest, as both sides appreciated the close ties between Egypt and the United Kingdom and looked forward to further activating them at all levels.

President El-Sisi Meetings on the Sidelines of COP28 in Dubai
President Abdel Fattah El-Sisi met with Prime Minister of Japan, Fumio Kishida, on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28) in Dubai.
President El-Sisi and Japan’s Prime Minister held an expanded session of talks, during which the President underscored the special status and appreciation that Egypt holds for Japan and its ancient civilization at both the official and popular levels. President El-Sisi confirmed Egypt’s keenness on further strengthening bilateral cooperation and the strategic partnership between Egypt and Japan across an array of fields, notably in industry, transport, energy, education, tourism and culture.
Prime Minister Kishida confirmed that Japan welcomes the positive progress in the two countries’ relations at all levels, and lauded Egypt’s development achievements, particularly the implementation of a multitude of mega projects. He noted that this has contributed to stimulating Japanese companies to increase their activities in Egypt, so as to capitalize on the promising investment opportunities provided by these projects. Japan’s Prime Minister emphasized that his country accords special interest to its relations with Egypt at the levels of bilateral cooperation and political consultations, given Egypt’s pivotal role in its regional milieu and the Middle East region.
The meeting touched on the issue of climate change and a number of regional issues of common interest, mainly the developments in the Gaza Strip and the West Bank. The two leaders expressed deep regret at the resumption of fighting and the fall of more civilian casualties. They stressed the condemnation of targeting and killing civilians in any way. In this regard, President El-Sisi reviewed Egyptian efforts to calm the situation and extend the humanitarian truce to reach a ceasefire. The two sides also agreed on the utmost necessity of providing relief aid to the people of the Gaza Strip in sufficient quantities, and providing full protection for civilians. They stressed Egypt and Japan’s rejection of the forced displacement of Palestinians in any form, pointing out the necessity of working seriously to reach a just and comprehensive solution to the Palestinian issue on the basis of the two-state solution, in accordance with international references, which opens broad horizons for peaceful coexistence among all the peoples of the region.

President Abdel Fattah El-Sisi met with Armenian President Vahagn Khachaturyan, on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai.
Spokesman for the Presidency Counselor Ahmed Fahmy said the two presidents emphasized the historical specificity of Egyptian-Armenian relations at the official and popular levels. There was agreement on the need to strengthen existing efforts to advance joint cooperation between the two countries, especially at the tourism, cultural, trade, economic and security levels. They also discussed the main regional developments in the Middle East and South Caucasus regions.
President Abdel Fattah El-Sisi met with Lithuanian President Gitanas Nausėda, on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai.
The two presidents affirmed mutual keenness to enhance cooperation and relations between the two friendly countries, in addition to continuing coordination regarding political issues of common interest. A number of issues related to bilateral cooperation were also reviewed. President El-Sisi welcomed the activity of a number of Lithuanian companies in Egypt and looked forward to intensifying cooperation in various fields.
The meeting also touched on a number of regional and international issues of common interest and the challenges facing African and European countries, mainly illegal immigration and terrorism, which require coordination between the two sides to reach effective solutions to these challenges through a common vision. President Abdel Fattah El-Sisi met with Tanzanian President Samia Hassan, on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai.
The meeting touched on ways to strengthen joint bilateral relations at various levels, especially with regard to Egyptian investments in Tanzania, technical cooperation and capacity building to contribute to training Tanzanian cadres in various fields, in addition to Tanzania benefiting from Egyptian expertise in the field of mega projects, particularly in light of the effective Egyptian participation in the construction of the Julius Nyerere hydroelectric dam in Tanzania. The President confirmed that he was following up on the implementation stages of the project to ensure achieving the best levels of performance in accordance with the highest international standards.
The two presidents also discussed intensifying consultation mechanisms and exchanged views regarding the most prominent emerging issues on the continental arena and ways to enhance joint African action mechanisms, in addition to the prospects for maximizing cooperation between the Nile Basin countries based on the historical heritage and common ties that unite them.

They also emphasized interest to boost coordination and consultations between the two sides in the coming period on the various political, security, military, developmental and economic dossiers of common interest, in a manner that helps promote security and stability across the Middle East, the Mediterranean Basin and the African continent.

The Italian Prime Minister extended gratitude to Egypt for its pivotal role in advancing peace efforts in the region, as demonstrated by its hosting of the Cairo Summit for Peace. President El-Sisi reviewed the outcomes of Egypt’s unyielding efforts and contact to restore calm and a ceasefire to protect the civilians and provide safe and urgent access for humanitarian relief and aid to the people in the Gaza Strip. The President reiterated the vital need for the international community to assume its responsibilities to end this escalation, paving the way for diplomatic efforts to progress toward addressing the root-causes of the Palestinian issue and restore the peace process.

U.S. Vice President, Harris, conveyed the greetings and appreciation of U.S. President, Joe Biden, to President El-Sisi, who reciprocated by extending his sincere greetings to the American President.
During the meeting, the two sides confirmed commitment to solidifying and further strengthening the longstanding strategic partnership between Egypt and the United States, which constitutes a fundamental cornerstone for security and stability in the Middle East region. They expressed shared interest to forge closer coordination and consultations between the two countries during the coming period on the full spectrum of bilateral cooperation and on various political and security issues of mutual concern.
The talks also focused on regional developments, notably the situation in the Gaza Strip. The American side offered an overview of its vision in this regard, extending gratitude and appreciation to Egypt and its leadership for their unyielding and earnest efforts to contribute to reaching a ceasefire and to the exchange of hostages and detainees, in addition to its key role in providing and delivering humanitarian assistance to the people in Gaza.
There was an alignment in views with regard to the gravity of the current situation, while stressing the urgent need to prevent an expansion of the cycle of the conflict, protect the civilians and avert civilian targeting. Egypt and the U.S. categorically rejected the coerced displacement of the Palestinians.
President El-Sisi underscored the aggravating humanitarian situation in the Gaza Strip, which necessitates an immediate action by the international community to provide urgent humanitarian and relief assistance to the people in the Strip in order to alleviate their suffering. The President reiterated the crucial need to restore calm and a ceasefire, emphasizing Egypt’s vehement rejection of exposing innocent people to the policies of collective punishment, in violation of international commitments under the international humanitarian law. The President reaffirmed Egypt’s unequivocal and firm position with regard to the settlement of the Palestinian issue through a just and comprehensive solution, safeguarding the rights of the Palestinian people and the establishment of their independent Palestinian State, in accordance with the terms of reference of international legitimacy.
President Abdel Fattah El-Sisi met with the Prime Minister of Norway, Jonas Gahr Støre,on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai.
The meeting discussed ways to advance relations between the two countries in areas of common interest, especially trade and tourism, as well as benefiting from Norwegian expertise in projects related to the fields of clean energy, in light of the previous successful cooperation between the Egyptian government and SCATEC, in addition to discussing ways to enhance tripartite cooperation between Egypt and Norway in Africa.
The latest regional developments were also discussed, especially in the Gaza Strip, following the regional momentum resulting from holding both the Cairo Peace Summit and the extraordinary Arab Islamic Summit. The two sides stressed that the only way out of the current crisis is to find a just and comprehensive settlement of the Palestinian issue on the basis of the two-state solution, and the importance of pressing towards reaching a ceasefire in light of the serious humanitarian consequences of continuing military operations on the lives of civilians. This is in addition to the extension of its security and political repercussions to the stability and security of the entire region. The President also stressed that Egypt continues its efforts to coordinate regional and international efforts to push towards adopting the path of truce, and delivering and providing relief aid to the Gaza Strip, in order to avert the Palestinian people further humanitarian suffering.
The President congratulated UAE President Sheikh Mohamed bin Zayed and wished the UAE people all progress and prosperity. The two presidents expressed mutual pride in the strong fraternal relations between Egypt and the UAE at the leadership and popular levels. The President also congratulated the UAE on the successful hosting of COP 28.
