President El-Sisi Attends the 5th edition of Differently-Abled Celebration for People of Determination

President Abdel Fattah El-Sisi attended, on Wednesday morning 28/02/2024, “Differently-Abled” Celebration for People of Determination and Persons with special Abilities at Al-Manara International Conference Center in New Cairo.

The “Differently-Abled” Celebration is the annual celebration for people with disabilities, which is held under the patronage of President Abdel Fattah El-Sisi and organized by the Ministries of Social Solidarity, Youth and Sports, and the Egyptian Sports Federation for Intellectual Disabilities.

The event is meant to shed light on abilities of persons with disabilities.

Upon arrival at the headquarters of the celebration, the president was received by Prime Minister Mostafa Madbouli, Minister of Social Solidarity Nivine el Kabbag, Minister of Youth and Sports Ashraf Sobhi along with a number of ministers and senior state officials.

The celebration began with recitation of verses of Holy Quran.

A short documentary was displayed on "Differently-Abled" over the previous five years, presenting the achievements as a result of the continued support of President Abdel Fattah El Sisi and all ministries and bodies of the State.

Celebrations of “Differently-Abled” over the previous years were also screened to highlight achievements resulting from the continued support by the president and all bodies of the State to the disabled persons.

The documentary shed light on efforts to empower the “Differently-Abled” over the past 10 years.

Efforts started with enacting laws in the Egyptian constitution to guarantee rights and determine the State’s duties towards the people of determination, including allocating percentages of housing units, jobs, places in public transportation for them, as well as providing them with monthly financial aid.

The film highlighted the establishment of the National Council for Persons with Disabilities (NCPWD), along with providing rehabilitation offices across the various governorates in order to meet their needs and further integrate them into the educational process.

According to the documentary, more than 120,000 school students are with special needs.

It also cited work of centers for supporting students with disabilities in five areas, in addition to providing financial support for them in 18 Egyptian universities.

The film also reviewed the role of the National Academy of Information Technology for Persons with Disabilities (NAID) in putting into effect scientific initiatives and promulgating activities across Egypt in this regard, together with the opening of the Technical Center for Services for disabled persons, the first of its kind in the Middle East and Africa.

The film highlighted the Egyptian state’s interest in supporting the ‘Differently-Abled’ that was reflected in enacting laws to guarantee treatment, whether medical or psychological for them, as well as providing health centers – with the highest quality standards for their service, in addition to the existence of presidential initiatives with the aim of integrating them into the society.

The State’s drive to motivate innovators and software companies to develop programs and applications for people of determination in Arabic further attested to the State’s great keenness on supporting them, according to the documentary.

For the first time in the history of the Egyptian House of Representatives, there are nine representatives, eight of whom are elected from people of determination, in addition to the work of Ataa Charity Investment Fund for Persons with Disabilities, which is the first open investment fund to support institutions for people with disabilities, in addition to issuing integrated services cards for people of determination to ensure adequate accessibility to more people with special needs in public life, it said.

University students Rimas Mahmud and Enjy Mohamed, of those with special needs, thanked President El-Sisi for his greater interest and support for “Differently-Abled” in the country.

In her word, Chairperson of the Egyptian Sports Federation for Intellectual Disabilities Amal Mobada thanked President Abdel Fattah El Sisi for his constant support for developing and honing skills of disabled persons in the country.

Mobada told President Sisi that she- on behalf of millions of “Differently-Abled” and their families is thanking him for this support.

The child Roqia Abdullah said Egypt spares no effort to help all. The president extended his heartfelt happiness to see child Roqia in the celebration.

President El-Sisi watched a documentary about the conditions in the Gaza Strip following the October 7 attack.

The movie highlighted the volume of destruction in the coastal enclave in the aftermath of Israel’s non-stop shelling of the occupied Palestinian territory.

The film also spotlighted the humanitarian and medical assistance offered by Egypt to the strip and the response of the president and the government to many humanitarian cases to receive medical treatment in Egyptian hospitals.

A documentary was displayed about heroes of “Differently-Abled” who have dream, goal and determination to succeed.

Safaa Taha, a participant in the event, said Egypt has many “Differently-Abled” successful persons.

President Abdel Fattah El Sisi said in comments that he is very pleased to see Safaa in the celebration.

President Abdel Fattah El Sis watched a documentary about efforts of the Egyptian state and its role in providing necessary care for “Differently-Abled” persons.

Another documentary was screened on challenges facing disabled people and achievements they accomplished in sports.

The film mentioned that 53 players are now en route to Paris to represent Egypt in the World Championship for People with Disabilities in nine global games.

Egypt is supporting its champions and backing difference in the world at large, the documentary stressed.

President Abdel Fattah El Sisi hailed great successes achieved by the differently-abled persons.

The president also appreciated the efforts of the families of the differently-abled persons who gave time from their life and energy to support the differently-abled persons.

El-Sisi also said that he directed the government to continue supporting the differently-abled persons through establishing facilities specialized in serving them, issuing inclusive services cards, providing financial support and employing them in governmental agencies including leading posts as well as issuing the differently-abled fund support law.

The president also thanked NGOs working in this field over their efforts, along with the government, to support the differently-abled persons in Egypt.

President Abdel Fattah El Sisi made remarks during the fifth edition of differently-abled ceremony at Al-Manara International Conference Center.

El Sisi said the ceremony offers a chance to think about the greatness of God.

El Sisi directed the government to allocate EGP 10 billion to the “differently-abled” fund.

As for Ras Hekma project, the president asserted that the state is keen on being clear and transparent with the Egyptian people with regard to the new project.

Sisi said that Prime Minister Mostafa Madbouli has explained the partnership with the UAE for the project which will be the largest tourist project in the Mediterranean Sea.

He thanked the UAE and its President Mohammed bin Zayed Al Nahyan for these efforts, saying: “There is no state that would pay a sum of 35 billion dollars in partnership within a period not exceeding two months only.”

He expounded that this is a kind of support to Egypt in light of the hard economic conditions in Egypt over the past four years.

He noted that any crisis in any part of the world affects Egypt, referring to the corona crisis, the Russian-Ukrainian war, and the major stand-off in the Gaza Strip.

El Sisi said that the Central Bank of Egypt (CBE) has received the first tranche of the multi-billion-dollar Ras El Hekma deal from the UAE, adding that the CBE is due to receive on Friday another batch of the project sums, the president added.

The president affirmed keenness on rendering the project success through partnership with the UAE.

He expressed his desire for furthering cooperation, noting that the UAE’s decision to invest in Ras El Hekma project was a prompt one.

During the 5th Different Abled ceremony, President El Sisi also welcomed all injured people who receive medical treatment in Egypt.

May Allah’s peace and blessings be upon you

At the outset, I would like to welcome the families of our sons and daughters of determination and emphasize my enduring feelings of pride and appreciation for the persistence of our annual gathering, which has become a significant tradition and a prominent annual event that underscores Egypt’s commitment to caring for its sons and daughters and providing them with prospects for progress and prosperity, driven by the belief that the homeland’s greatest wealth lies in its human resources, primarily its sons and daughters of determination.

Allow me, in this regard, to confirm my great pride in the amazing successes you have achieved. This proves, once again, the authenticity of the Egyptian character and its ability to challenge hardships, whatever they are, and find opportunities from within the challenges and blessings from the heart of adversities. We are all aware of the bright examples of great Egyptians, who have created, with their solid determination, progress and pride for their country in sciences, literature, arts, sports and others.

I would also like to seize the opportunity to express great appreciation for the families of our sons and daughters of determination, who believed in the precious wealth they have and devoted a great portion of their lives and full capacities, fueled by confidence in their sons and daughters’ potential to make a difference in this homeland, which will only progress by the power of its sons and daughters of determination.

I would also like to extend gratitude to civil society organizations operating in this field, which stood united with the government in their efforts, offering an honorable, full-fledged national model to provide all support and backing for our sons and daughters of determination.

Honorable attendees,

Our world and region are currently facing numerous challenges and crises, necessitating unity, resilience, and action. We have chosen the path of patience, sacrifice, and confidence in our abilities, inspired by the determination and success of our people, especially our children.

In this context, I have directed the government to continue working on its programs that support the people of determination and build on the successes achieved over the past years mainly, increasing facilities and services for people of determination, issuing integrated service cards and cash support, and promoting their employment in government agencies, including leadership positions. Additionally, a law has been passed to support the "Differently Abled" Fund.

Sons and Daughters,

In conclusion, I would like to express to you my deepest appreciation and respect for your determination, will, and struggle. I am delighted to be with you today and wish you all the best and success.

May God grant us success for the good of our noble country.
