President El-Sisi Visit to the People’s Republic of China

President Abdel Fattah El-Sisi arrived, 28-5-2024, in the Chinese Capital Beijing for a State visit to the People's Republic of China and to attend the China-Arab States Cooperation Forum.

The visit included holding summit discussions between Mr. President and the Chinese President, and meetings with senior leaders of the Chinese state, where aspects of strengthening bilateral relations and opening broader horizons for cooperation in various fields were discussed, coinciding with the tenth anniversary of raising relations between Egypt and China to the level of a comprehensive strategic partnership.

The discussions also included various regional and international issues of common concern, most notably the war in Gaza, and ways to restore stability in the region, in a way that achieves the aspirations of its peoples for peace, security and development.

Egyptian-Chinese summit in Beijing

China’s President Xi Jinping received President El-Sisi at the Great Hall of the People in Beijing,

An official reception ceremony was held. The national anthems of the two countries were played and the two presidents inspected the Guard of Honor.


The official reception ceremony was followed by an extensive session of talks between President El-Sisi and President Xi Jinping, focusing on ways to cultivate closer bilateral relations. The meeting coincided with the 10th anniversary of the elevation of Egypt-China relations to the level of Comprehensive Strategic Partnership. Within this context, a joint statement was issued, outlining the areas of cooperation and coordination between the two countries in the coming period. Those include the declaration of the “Year of the Egyptian-Chinese Partnership”, which will feature a variety of diplomatic, economic and cultural activities.

During their summit talks, President El-Sisi and President Xi Jinping exchanged views on regional and international developments. President El-Sisi emphasized the urgent and imperative need to end the war in Gaza, underscoring the gravity of the Israeli military operations in the Palestinian city of Rafah and their severe humanitarian, security and political consequences. The President confirmed that the Israeli war has caused a heinous humanitarian catastrophe and the killing of innocent civilians, most recently the deliberate bombing of a camp of displaced people resulting in scenes of unspeakable horror. In this regard, China’s president lauded Egypt’s pivotal role and unyielding efforts to reach calm and ensure the delivery of desperately-needed humanitarian aid. The two presidents were aligned with regard to the crucial importance of reaching an urgent and immediate ceasefire and rejecting any forced displacement of the Palestinians outside their land. They affirmed that the implementation of the two-state solution is the fundamental guarantor to restore stability and establish peace and security in the region.

During their talks, President El-Sisi and President Xi Jinping also discussed the situation in the African continent and ways to forge closer cooperation between the two countries, including supporting the continent’s development efforts. President El-Sisi was keen on affirming that the utmost priority is placed on safeguarding Egypt’s water security.

The two presidents witnessed the signing ceremony of a number of cooperation agreements, including the joint development plan of the “Belt and Road” Initiative and strengthening collaboration in the realms of technological innovation and IT as well as a multitude of other areas of cooperation.



Joint Statement between the Arab Republic of Egypt and the People's Republic of China


His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, is on a state visit to the People's Republic of China from May 28 to 31, 2024, upon an invitation from His Excellency President Xi Jinping, President of the People's Republic of China.


According to the joint statement, the two presidents held official talks on the overall bilateral relations and ways to develop them in various fields, as well as enhancing coordination between the two countries in multilateral frameworks, and exchanging views on a number of international and regional issues of common interest.


Both presidents praised the significant progress in relations between the two countries in all fields, which has witnessed a major leap in recent years following the launch of the comprehensive strategic partnership between them in 2014. They emphasized the importance of leveraging the tenth anniversary of the launch of the comprehensive strategic partnership to elevate and enhance the level of bilateral relations to broader horizons by working on increasing and intensifying high-level reciprocal visits between the two governments, legislative bodies, and local governments of the two countries.

This will support the interests of both countries, meet the aspirations of their friendly peoples, elevate the level of relations between the two countries towards the goal of building a common future society in the new era, and push the existing comprehensive strategic partnership between the two countries to new levels.


In the joint statement, the two presidents expressed their satisfaction with the fruitful results of the comprehensive strategic partnership between the two countries, which has contributed to enhancing development and prosperity in both countries. China has participated in many major economic projects in Egypt, especially in the fields of infrastructure, transportation, railways, shipbuilding, construction, investments, and space sciences. This includes participation in the construction of the Central Business District in the New Administrative Capital, the inauguration of the electric train for the Tenth of Ramadan, Chinese investments in the China-Egypt TEDA Industrial Zone in the Suez Canal Economic Zone, the launch of the Egyptian satellite EgyptSat-2, as well as strengthening financial cooperation, extending the agreement on local currency swap, Egypt's success in issuing Panda bonds in China, increasing coordination in international economic forums, including Egypt's membership in the Asian Infrastructure Investment Bank and hosting its annual meeting in 2023, as well as officially joining the New Development Bank in 2023, and joining the BRICS membership in 2024.


On the occasion of the tenth anniversary of the launch of the comprehensive strategic partnership between the two countries, President Abdel Fattah el-Sisi and President Xi Jinping announced the launch of the "Egypt-China Partnership Year," which will witness numerous diplomatic, economic, trade, investment, cultural, and tourism events aimed at promoting and developing bilateral relations in all fields.


In their joint statement, the two presidents commended the signing of the Executive Program for the Comprehensive Strategic Partnership for the next five years (2024-2028) in January 2024. This program serves as a roadmap for developing and elevating bilateral relations to a higher level, building on the tangible achievements made in recent years. The two countries also agreed to prioritize localizing industry and transferring technology as a key area of Egyptian-Chinese cooperation in the coming years. This emphasizes the importance of expanding Chinese industrial investments in Egypt, including the manufacturing of electric cars, electronic devices, solar panels, chemical industries, and building materials, as well as modern agricultural technology and others. They also discussed achieving a greater balance in trade volume, including allowing more high-quality Egyptian products to enter the Chinese market, facilitating the entry of production inputs from China to manufacture the final product in Egypt, and exploring ways to settle trade transactions in local currencies for both countries. In addition to enhancing the flow of Chinese tourism to Egypt, encouraging direct Chinese investments in the establishment and management of hotels, as well as strengthening cooperation in media, cultural, scientific, artificial intelligence, and academic fields.


Both presidents instructed the relevant authorities in both countries to hold technical talks to implement the agreements reached by the leaders of the two countries on ways to promote and strengthen bilateral relations, including working on convening the joint government committee at the earliest opportunity.


The two sides valued each party's mutual support for the other party's basic issues, as Egypt and China supported each other to defend common principles and core interests, and stood side by side in the face of multiple global challenges, mainly the Coronavirus pandemic and its negative repercussions on developing countries.

The two presidents stressed the need for both countries’ commitment to firmly supporting vital interests, taking into account each other’s specific concerns, and exchanging support for efforts to combat terrorism. The Chinese side stressed its continued support for Egypt’s legitimate right to preserve its national sovereignty and territorial integrity, reject foreign interference in its internal affairs under any pretext, and support its legitimate right to safeguard its security and stability in the face of challenges. This is in addition to its legitimate right to protect its water and food security and development interests. The Egyptian side affirmed its continued commitment to the One China principle and that Taiwan is an integral part of China, and supported the position of the Chinese side on issues related to China’s sovereignty and territorial integrity, supporting the achievement of China's reunification, and rejecting foreign interference in China's internal affairs.

The two presidents stressed the importance of achieving integration between Egypt's Vision 2030 for sustainable development with the Belt and Road Initiative and joint work to ensure the safe and smooth progress of relevant cooperation projects between the two countries. In this context, the Egyptian side appreciates the Global Development Initiative launched by President Xi Jinping as one of global initiatives that contribute to accelerating the achievement of sustainable development goals in accordance with the 2030 Agenda of the United Nations, within which Egypt will continue to actively participate in cooperation in all fields. Egypt appreciates the Global Security Initiative proposed by the Chinese side, and is ready to enhance communication and explore cooperation with the Chinese side on ways to safeguard and strengthen global peace and security,

Egypt also appreciates the Global Civilization Initiative, as Egypt shares with China the same principles based on respect for human cultures and civilizations on the basis of equality, and that Egypt and China are two ancient civilizations rooted in the depths of history, contributing significantly to human history. In this context, Egypt supports the Chinese proposal for an international day for dialogue among civilizations in June each year. The Chinese side also lauded the Decent Life initiative, being one of the important development initiatives aimed at improving infrastructure and raising the standard of living of citizens in the Egyptian countryside, and stressed its support for this initiative and all Egyptian development efforts.

The two presidents valued the fruitful cooperation between Egypt and China within the framework of the Arab-China Cooperation Forum, and welcomed the outcomes of the first Arab-Chinese summit in Riyadh, and the importance of joint work in order to implement its outcomes, including the eight joint actions for practical cooperation between China and the Arab States proposed by President Xi Jinping. The Chinese side also welcomed Egypt's request to host an Arab-Chinese summit. The Egyptian side looked forward to the success of holding the tenth ministerial meeting of the Arab-Chinese Cooperation Forum.

The two presidents valued their cooperation and coordination within the framework of the Forum on China-Africa Cooperation. They expressed the need to continue implementing the outcomes of the eighth session of the Ministerial Meeting of the Forum on China-Africa Cooperation, especially the nine programs announced by President Xi Jinping, hoping for the success of upcoming the Forum on China-Africa Cooperation summit in September 2024.


The two presidents agreed on the importance of adhering to the principles and purposes of the United Nations Charter, rejecting double standards and unilateral practices, stressing the importance of working to reform international institutions to be more fair and representative of developing countries and more effective in responding to the challenges facing the world. They also stressed the need for concerted efforts of the international community to address the hot and fundamental issues that threaten global security and stability; achieve economic recovery, address issues of food security, water scarcity, climate change, and combat desertification. This is in addition to the need for all countries to commit to their responsibilities in this regard. They also stressed that Egypt and China will continue to work together to confront these international challenges and enhance cooperation and coordination between them at regional and international fora, including the BRICS and the Shanghai Cooperation Organization, and work to enhance the role of emerging markets and developing countries in the international system.

His Excellency President Abdel Fattah El-Sisi expressed his appreciation for His Excellency President Xi Jinping for the warm reception and generous hospitality and invited the Chinese president to visit Egypt. His Excellency President Xi Jinping accepted the invitation and expressed his keenness to visit Egypt at the earliest opportunity convenient to both sides.

President Abdel Fattah El-Sisi met with the Chairman of the Standing Committee of the National People's Congress of China, Mr. Zhao Leji, in the Chinese capital, Beijing.


The meeting underscored the remarkable momentum that Egyptian-Chinese relations have gained across all fronts, materializing in the form of key cooperation projects and programs between the two countries. The two sides valued the distinguished relations between the parliaments of the two countries and resulted in the formation of the Egyptian-Chinese Parliamentary Friendship Group.


The meeting touched on ways to enhance cooperation at various political and economic levels to help the exchange of development experiences between the two peoples. In this context, the efforts of the Chinese companies supporting national projects in Egypt were appreciated, and the importance of strengthening these efforts was emphasized, especially in the fields of technology and capacity building, as well as the sectors of telecommunications, infrastructure, and energy.


The chairman of the Standing Committee of the National People's Congress of China affirmed that his country holds in high esteem its historical relations with Egypt, emphasizing China's keenness to consolidate cooperation to be commensurate with the status of the two countries being among the world’s most ancient civilizations in the world. Mr. Zhao Leji also valued Egypt's pivotal role both internationally and regionally, particularly its efforts to advance peace and stability in the Middle East, in addition to its steady progress in achieving national development.

President Abdel Fattah El-Sisi visited the Monument of the Unknown Soldier in Tiananmen Square in the Chinese capital, Beijing, where he laid a wreath on the memorial, as part of the state visit to China.

President El-Sisi Participates in Opening Session of the China-Arab States Cooperation Forum.

During the session, President El-Sisi delivered Egypt’s speech, which focused on ways to forge closer China-Arab States cooperation, in light of the ongoing international developments. The President also reviewed the current regional situation, primarily the war in Gaza, calling for an immediate and urgent ceasefire and enforcing the delivery of humanitarian aid and relief into the sector.

At the outset, I extend my sincere appreciation to His Excellency, President Xi Jinping, President of the People's Republic of China, for his kind invitation. I would also like to express gratitude to the Chinese side and the General Secretariat of the League of Arab States for the efforts exerted in the preparations of this valued forum.


I would like to particularly laud the Egyptian-Chinese relations, pointing out that a decade has passed since the establishment of the Comprehensive Strategic Partnership relations between the two nations. This strong partnership has led to remarkable progress in the two countries’ ties, which testifies to our unyielding commitment to fostering stronger bilateral relations and to aligning “Egypt Vision 2023 for Comprehensive Development” with the priorities of the “Belt and Road” Initiative.


Honorable attendees,


Arab-China political relations are rooted in a solid foundation of shared values, primarily a mutual commitment to adamantly safeguarding the security, stability and interests of the peoples’ and firmly rejecting aggression that undermines sovereignty. These relations, as well as the close Arab-China cooperation to uphold these principles, have served as a fulcrum for international stability and for efforts to uphold justice in the International Order.


In this regard, I want to particularly highlight the profound Arab appreciation of China’s approach and policies on the Palestinian issue as well as Beijing’s persistent support for an immediate ceasefire in Gaza and for the Palestinians’ legitimate right to establish their independent state.


I call on all active actors of the international community to assume their moral and legal responsibilities to stop the outrageous Israeli war. I further urge the international community to take immediate and decisive action to enforce the instantaneous and unfettered delivery of humanitarian aid and assistance to the Gaza Strip to break the Israeli siege and counter any attempts to forcibly displace the Palestinians from their lands.  


And again, I reaffirm that the only path conducive to achieving regional and international peace and stability is through a comprehensive approach that addresses the root causes of the Palestinian issue. This requires prompt and earnest commitment to the two-state solution and the acknowledgement of the Palestinians’ legitimate right to establish their independent state.

The periodic and regular convening of the China-Arab States Cooperation Forum demonstrably manifests a reciprocal commitment to invigorating the institutional relations between Arab States and China, as this forum embraces a multitude of key political and economic objectives. Those include promoting South-South cooperation and establishing a more just international order, while fostering joint technical cooperation in the face of challenges associated with global economic governance, facilitating technology transfer and localization, combating climate change and ensuring water security. These are among a broad range of challenges and threats that underscore the critical need for friends in the international community to leverage their collective capacities for closer collaboration.


Again, let me reiterate the vital need to place the issue of Arab water security as a top priority for future cooperation within the framework of the China-Arab States Cooperation Forum, as it represents a pressing issue that could spiral into an existential threat.


In this regard, I would like to point out that over the past ten years we have called on the Ethiopian government to engage in good faith with Egypt and Sudan to reach a legally-binding agreement that shall safeguard the right to life and development for the present and future generations of the three countries, taking into consideration that we will not tolerate anything that would compromise or undermine the security and stability of our countries and our peoples.


Ladies and gentlemen,


The outstanding China-Arab States relations and the immense potential for promoting them, coupled with our collective capabilities and unwavering commitment to further strengthening these relations, reinforce my confidence that this forum will generate significant positive momentum and deliver tangible achievements in every domain of our partnership.
