Meetings with government officials
On October 1, 2024, President Abdel Fattah El-Sisi met with members of the Supreme Council of Judicial Bodies and Authorities, in the presence of Minister of Justice, Counselor Adnan Al-Fangari.
The President congratulated the judges of Egypt on the occasion of Egyptian Judiciary Day, which falls on the 1st of October. President El-Sisi expressed deep appreciation for the role of the judicial bodies and authorities in strengthening the justice and litigation system in Egypt. The President highlighted the esteemed judicial institutions’ efforts in upholding prompt justice and the rule of law, contributing to the consolidation of social peace and safeguarding the system of rights and duties, thereby reinforcing the security and stability of the nation. President El-Sisi reiterated that no one is above the law.
President El-Sisi confirmed the state’s steadfast commitment to the independence of the judiciary as a fundamental constitutional principle. He emphasized the vital need to continue efforts to develop the judicial system and to facilitate services provided to citizens, particularly through the expanded use of modern technology. The President also stressed the importance of continuing efforts to build and enhance personal and professional capacities of members of the Egyptian judicial system, given the responsibilities they bear in fulfilling their crucial role in upholding the rule of law in Egypt.
The Minister of Justice expressed his appreciation for President El-Sisi’s interest to develop the judicial system, through his commitment to providing the necessary resources to improve the operations of litigation institutions at various levels and to strengthening the independence of the judiciary and its ability to fulfill its noble mission. During the meeting, Counselor Al-Fangari showcased the achievements made to improve the efficiency of the litigation system nationwide.
Members of the Supreme Council of Judicial Bodies and Authorities affirmed the genuine commitment of all members and institutions of the Egyptian judiciary to exert utmost efforts towards establishing justice and the rule of law, in accordance with the constitution and the law. They expressed their gratitude to the President for his persistent dedication to preserving the stature of the judiciary.

On October 1, 2024, President Abdel Fattah El-Sisi met with Prime Minister Dr. Mostafa Madbouly and Minister of Housing, Utilities and Urban Communities Eng. Sherif El-Shirbiny.
The President was briefed on the implementation status of a number of the Ministry of Housing projects, including the presidential initiative "Housing for All Egyptians", which aims to provide housing units at reasonable prices in a number of cities. This is in addition to middle income and investment housing projects in a number of governorates. The status of completed projects and the time frame for the next stages were reviewed. The President gave directives in this regard to continue accelerating the pace of construction work within the initiative, stressing the importance of enhancing efforts to provide appropriate housing for all citizens, which contributes to achieving societal stability, also noting the need to intensify efforts to maximize the benefit from the advanced infrastructure that the state has accomplished in the past years.
The meeting also touched on investment development plans for urban areas, especially the northwest coast, with emphasis on areas south of the international coastal road, to raise their investment value and maximize their economic return. This is in addition to improving the area and increasing its contribution to the national economy. The President stressed the importance of sound governance for managing resources and assets in these projects and others, in accordance with the best standards followed in this regard. The President gave directives for the continuation and expansion of efforts to participate with the private sector, empower it and support its role, as well as establish mechanisms and incentives through which more investments can be attracted, in order to support the Egyptian economy, and integrate with other axes, especially the industrial axis, with the aim of achieving comprehensive and sustainable development.
On October 2, 2024, President Abdel Fattah El-Sisi met with Minister of Foreign Affairs, Emigration and Egyptian Expatriates, Dr. Badr Abdel-Atty.
The President was briefed on the key outcomes of Egypt’s participation in the high-level segment of the 79th session of the United Nations General Assembly, the UNGA. During the session’s various relevant meetings, Egypt outlined its vision and stances on regional and international issues, primarily “The Summit of the Future”. The summit adopted a global charter that aims to strengthen global governance through the development and reform of multilateral international institutions, particularly in the face of current challenges in the areas of peace and security, sustainable development, climate change and science and technology.
Dr. Abdel-Atty also reviewed the outcomes of his bilateral meetings and discussions during the UNGA session on current regional and international developments.
On October 7, 2024, President Abdel Fattah El-Sisi met with Prime Minister, Dr. Mostafa Madbouly, and Minister of Finance, Mr. Ahmed Kouchouk. The President was updated on the financial performance indicators of the general budget and the government’s efforts to achieve fiscal balance, which contribute to improving the performance of the national economy, particularly in light of the increasing regional challenges and their economic repercussions.
The meeting also touched on the ongoing government measures to attract more domestic and foreign investments, including the recently announced package of tax incentives and tax facilitation. Additionally, the discussion reviewed persistent efforts to comprehensively reduce government debt, which contributes to the improvement of all debt indicators in the medium term, as well as the government's work to maximize dollar returns.
President El-Sisi gave directives to continue the comprehensive institutional reform process, which aims to ensure fiscal discipline and perfect governance by rationalizing public spending, enhancing public revenues, and reducing government debt. This approach is intended to strengthen the economy's resilience against various challenges, provide a competitive investment and development environment, as well as generate additional revenues for the state to improve services provided to citizens, particularly in the health, education, and social protection sectors.
On October 9, 2024, President Abdel Fattah El-Sisi met with Minister of Communications and Information Technology, Dr. Amr Talaat, and Head of the Armed Forces Financial Affairs Authority, Lieutenant-General Ahmed El-Shazly. The meeting was also attended by Deputy Minister of Communications and Information Technology, Eng. Bakr El-Bayoumi, and Director of the Armed Forces Signal Department, Major General Hani Mahmoud Mansour.
The President was briefed on progress in the establishment of data centers and the launch of cloud computing in Egypt, as part of the implementation of the various axes of Egypt's digital strategy, and building on Egypt's inauguration of massive data centers last April.
President El-Sisi also followed-up on the government's efforts to provide a conducive environment to spur global investments, to capitalize on the ongoing advancements in Egypt's technological and informational infrastructure, given the importance the state accords to the telecommunications and information technology sector.
President El-Sisi gave directives to further strengthen efforts to enhance the country's capabilities in increasing investments in data centers and cloud computing. This will maximize Egypt's relative advantages in this regard, both in terms of the availability of the necessary infrastructure that has been developed over the past years and Egypt's geographical location, where data and communication cables intersect between Africa, Asia, and Europe. This is in addition to the vast majority of internet signals in Asia and Europe passing through Egypt.
The President stressed the need to maintain a strong focus on building the technical capacities of Egyptian youth and preparing a digital workforce capable of competing effectively in both local and global job markets.
Field tours and celebrations
On Ocober 3, 2024, President Abdel Fattah El-Sisi and the President of the United Arab Emirates, His Highness Sheikh Mohammed bin Zayed, attended a ceremony, marking the graduation of new batches from the Egyptian Military Academy’s military colleges at the Strategic Command, in the New Administrative Capital.
On October 4, 2024, President Abdel Fattah El-Sisi and President of the United Arab Emirates, His Highness Sheikh Mohammed bin Zayed Al Nahyan, witnessed the launch of Ras Al-Hikma Development Project. The event was attended by Prime Minister, Dr. Mostafa Madbouly, as well as a number of Egyptian and Emirati businessmen.
During the event, a visual presentation about the project's objectives and components was displayed, highlighting its significant economic, investment, real estate, tourism, and environmental importance. The two Presidents were also briefed on the region's advantages, integrated services, and the developmental and economic opportunities provided by the project.
President El-Sisi and His Highness Sheikh Mohammed bin Zayed witnessed the signing of contracts by several Egyptian and Emirati companies, marking the commencement of work on the project.
President El-Sisi and H.H. Sheikh Mohammed bin Zayed expressed gratitude and appreciation to all those involved in the project’s execution from both the Egyptian and Emirati sides over the past period. They emphasized the project’s importance in strengthening economic and investment relations between the two brotherly nations, considering it a model for constructive developmental partnership between Egypt and the UAE.
Furthermore, the two leaders witnessed the launch of a partnership among several international, Egyptian, and Emirati companies, aimed at promoting innovation in the smart electric vehicle sector in the Middle East and North Africa.
On October 5, 2024, Marking the celebrations of the 51st anniversary of the glorious October victories, President Abdel Fattah El-Sisi, President of the Republic and Supreme Commander of the Armed Forces, laid wreaths of flowers at the memorial of the martyrs of the Armed Forces and the graves of leaders Mohamed Anwar El-Sadat and Gamal Abdel Nasser.
On October 8, 2024, President Abdel-Fattah El-Sisi, President of the Republic and Supreme Commander of the Armed Forces, witnessed the war inspection lineup of the sixth armored division in the Second Field Army Command.

The month of October descends every year, embracing the breezes of victory and glory. Those are the days when we reflect on the lessons of victory, honor our heroes and martyrs, and commemorate the anniversary of the great October War victories. These festivities coincide with the graduation of new batches from the Egyptian Military Academy, who will stand steadfast in the arenas of honor and heroism, safeguarding Egypt’s security and ensuring the safety and well-being of its people. They have undergone the highest and finest military and scientific training.
On such days, 51 years ago, Egypt achieved a victory that will forever be enshrined in the memory of this nation and endure in the annals of its glorious history. This victory serves as a powerful reminder that this nation, with the cohesion of its people, leadership and army, is capable of conquering the impossible, no matter how daunting. The spirit of October is not about void rhetoric, rather it is embedded in the core of this people and in their noble character, which shines brightest in times of peril, revealing the true power of the truth, self-respect and unyielding resolution.
In luminous words, history records Egypt as a nation cherished by its people, fortified by its institutions, adorned with the majesty of its armed forces, and proud of the sacrifices of its sons.
Egypt’s remarkable achievement in the glorious October War will be perpetuated as a testament to the unwavering resolve of the Egyptian people, the competence of its armed forces and the Egyptians’ outstanding capacity for meticulous planning and implementation.
Ladies and gentlemen,
Our commemoration of the glorious October War victory this year occurs at a precarious moment in the history of our region, which is grappling with rising bloodshed, ravaging the resources of our peoples and compromising the security and safety of our countries.
This regional escalation unfolds amidst an atmosphere of wary anticipation by the global community. This is reminiscent of the Egyptians’ achievement, through their solidarity and resilience, in building our armed forces to safeguard this precious homeland and shatter any illusions held by any party.
This watershed moment our region is currently experiencing demands a renewed commitment to just and equitable peace as the only path to lasting and safe coexistence among the peoples of the region. Escalation, violence and destruction will further plunge the region into abyss and exacerbate regional and international tensions, ultimately undermining the interests of all peoples striving to live in security, peace and prosperity.
Grounded in this perception, Egypt reaffirms its unequivocal and unshakable stance, supported by international consensus, on the imperative to establish an independent Palestinian state as the only viable path to establish peace, security and stability for all.
The proud people of Egypt,
Allow me to extend gratitude and appreciation to the Egyptian Armed Forces. This revered national institution has never and will never shirk its responsibility, no matter how formidable, and has always fulfilled its duty, no matter how challenging. It laid a robust foundation upon which we build, for our nation to stand exalted and for its people to live securely with heads held high on their land, not a single inch of its soil lost or ever surrendered, God willing. Ladies and gentlemen,
It gives me pleasure to welcome you today at the opening of the Cairo Water Week in its 7th edition, which is held under the theme “Water and Climate: Building Resilient Communities.” This annual event has evolved into a renewed international platform dedicated to fostering the exchange of knowledge and expertise, nurturing business growth, strengthening scientific research and stimulating innovation within the realm of water resource management.
We were determined to convene this timely gathering, despite the current formidable global challenges, given the critical importance of addressing such pressing issues like water management and resource development, notably in light of the escalating crisis of water scarcity due to both natural and man-made causes and elements. There is also an urgent need to discuss large-scale projects designed to leverage shared transnational rivers, without adequate research and considerations for the absolute need to safeguard the safety and sustainability of international water resources, in line with the International Water Law, which mandates prior notification, information sharing, and consultations. It also stipulates conducting the requisite studies and ensuring the fulfilment of fundamental human needs, while avoiding any detrimental consequences.
Convening this year’s Cairo Water Week coincides with the “Africa Water Week” and the “Africa Hydrological Conference”, which serves as a valuable opportunity to engage in in-depth deliberations on critical water issues in the continent.
Ladies and gentlemen,
Egypt considers water as a matter of paramount priority, specifically recognizing the Nile River’s inextricable link to the life and survival of the Egyptian people. The Nile is the principle source of water for our country, accounting for over 98% of Egypt’s water supply. Therefore, safeguarding this vital source is an existential imperative that requires unwavering political commitment, diligent political efforts and collaborative partnership with brotherly countries to ensure achieving our shared aspirations.
Grounded in its profound commitment to its African identity, Egypt has adopted a multitude of water-related initiatives and programs for the continent. Egypt’s current chairmanship of the African Ministers' Council on Water (AMCOW) is a further testament to its commitment. As chair, Egypt seeks to promote regional collaboration on water issues and strengthen member states’ efforts toward fulfilling the water-related targets of the Sustainable Development Goals (SDGs).
Additionally, Egypt is fostering closer bilateral cooperation in the domain of water with a number of African countries, notably Nile Basin countries. Egypt is actively funding and implementing a range of water projects, including well drilling, waterway clearing, establishing rain prediction centers, port rehabilitation and rainwater harvesting dams.
In this regard, I call on the international community to urgently bolster its support for African states’ endeavors in water resources management and to provide essential funding and technology for projects and programs that seek to enhance water security, spur development, and foster peace in the African continent.

Water is the secret of life and the foundation for every progress and growth. Today, we are appealing to the entire world from Egypt, the bounty of the great River Nile, to recognize water as a fundamental human right and to elevate its significance on the global agenda.

We gather today, in a renewed annual tradition, to commemorate a victory that was and will remain a pivotal moment in the history of our beloved homeland. A victory that has reflected the will of a nation that transformed defeat into triumph and raised the flag of Egypt on the land of Sinai in an epic penned by both the army and the people. Together, they have etched the heroism of this victory into the memory of our nation, a source of pride for us, generation after generation.
Although 51 years passed, the wellspring of the October War victory continues to overflow with lessons, insights, and experiences from which we draw our vision for both our present and future. It reaffirms that scientific planning, precise execution, and united efforts in the face of challenges are the assured paths to achieving our objectives. This is a recurring message from the Egyptian people throughout the years, regardless of the difficulties and challenges.

The military history has recorded the grandeur of the October War victory in letters of light. However, I would like to emphasize today the role of the entire Egyptian people in achieving this triumph. All segments of society provided an exemplary model of support for their armed forces, both materially and morally, proving that victory is not achieved solely on the battlefronts Rather, it is first realized through the unity of the people, their resilience, awareness, faith, and their will to challenge and win.
Indeed, the October War victory is truly a tale of the people—the fathers and mothers who sacrificed their sons for the homeland; wives, sons, and daughters who endured the bitterness of separation. It is a tale of every citizen, from the north of Egypt to its south, and from the east to the west, who bore hardship and persevered for their country. This tale unveiled the ingenuity of the Egyptian character, achieving what some deemed impossible, proving that these people are willing to sacrifice their most valuable to protect their security and the territorial integrity of their land against any threat or aggression. The armed forces stand as the impenetrable shield that safeguards the capabilities of this nation, supported by the unity, resilience, and will of its people.
Ladies and gentlemen,
This year, the October War victory comes amidst consecutive incidents and tense conditions in our regional surroundings. This reaffirms to us once again that our choice for a just and sustainable peace necessitates our continued efforts to build the comprehensive capabilities of this nation. This is the only way to safeguard and protect peace and to deter any attempts to contemplate aggression against it.
From this standpoint, Egypt's continuous endeavors to maintain security and stability in the region stem from a position of capability and strength, and a conviction that just and comprehensive peace must respect the rights of the Palestinian people in accordance with international legitimacy resolutions, and abandon the illusions of expansion and hostile policies. This is to ensure peaceful coexistence among the peoples of the region and spare future generations the scourges of conflict.
In conclusion, allow me to express my deepest appreciation to the heroes of Egypt, the martyrs of the Armed Forces, in the October War and in all wars. To their families and loved ones, I say: "The Egyptian people are noble and never forget those who sacrificed for them. Egypt will always honor you, just as your sons honored it."
I also extend my greetings to the leadership and members of the Egyptian Armed Forces on this Victory Day. Throughout history, you have been the nation's fortress and its striking arm in protecting its land and preserving its dignity.

Allow me at the outset to express my deep appreciation to His Excellency President Vladimir Putin, President of the Russian Federation, for the ongoing efforts during the Russian presidency of the bloc this year and the tireless efforts made to further advance cooperation among BRICS countries at all levels. The meetings hosted in various ancient Russian cities have contributed to deepening the ties and cooperation frameworks among our countries.
In the same context, we value the holding of the BRICS Business Forum, which demonstrates the commitment to enhancing relations among the member countries, and therefore contributes to enhancing investments, inter-trade, and joint projects, which will undoubtedly strengthen our efforts to fulfil the aspirations of our peoples and achieve the desired economic growth.
Ladies and gentlemen,
This forum is being held at a time when the world is witnessing successive and unprecedented international challenges and crises that require concerted efforts to find effective solutions. This is in addition to intensifying work to advance the path of sustainable development. This is a shared responsibility, in the first place, where the private sector and business councils undertake a key role as indispensable partners.
Therefore, this forum represents an important platform that allows for exploring various investment and trade opportunities among the member countries, as well as enhancing cooperation between the private sector institutions by leveraging each country's competitive advantages to launch joint projects.
This shall contribute to enriching economic integration among the member countries and enhance the role of BRICS as a prominent economic bloc in boosting global economic growth, especially considering the enormous economic and investment potential our countries hold, particularly in the fields of renewable energy, digital transformation, and manufacturing industries, which have become key pillars for achieving development.

Egypt is taking confident steps on the path of economic reform and comprehensive development, striving for a more sustainable economy and the ability to withstand crises. In this context, the government recently adopted a set of ambitious steps and measures to improve the investment climate and enhance the role of the private sector in leading economic development,
as well as overcoming the obstacles that investors face.
Among the main reforms are imposing a cap on government investments so as to provide more opportunities for the private sector and continuing the implementation of the government’s Initial Public Offering program within the framework of the State Ownership Policy Document. This is in addition to providing a package of customs exemptions and tax incentives to streamline bureaucratic procedures.
Egypt also continues its efforts to develop the sectors of Communications and Information Technology, manufacturing industries, and new and renewable energy, especially green hydrogen, in addition to continuing to implement mega infrastructure projects and developing the
transportation, communications and ports system in various parts of the country, in line with our ambitious plans and goals to maximize the benefit from Egypt’s unique and strategic geographical location.
Perhaps one of the most prominent ambitious Egyptian projects is the Suez Canal Economic Zone, which bears great investment opportunities, in terms of the diverse industrial base it provides and export advantages to all regions of the world, in light of Egypt's membership in many agreements and regional free trade zones, making Egypt the best path to access promising markets, especially the African continent, which has become the continent of the future, in light of the economic and investment opportunities it possesses as well as the youth density reaching about 65% of its population.

However, the successive crises that have swept the world over the past years have demonstrated beyond doubt the inability of the international system to address fairly the conflicts around the world, in addition to the state of polarization and selectivity that has come to characterize the international system.
Ladies and Gentlemen,
The international developments have shown that the shortcomings of the current international system are not limited to political and security issues, but extend to economic and developmental issues as well. Developing countries suffer from the escalation of the debt problem and the lack of the necessary funding to achieve the Sustainable Development Goals, in addition to the high cost of financing and borrowing.From this standpoint, Egypt accords priority to taking tangible steps to ensure that the international community undertakes its role in providing soft financing to achieve development in developing countries, through the creation of innovative and effective mechanisms for financing development, and comprehensive mechanisms to ensure the sustainable management of developing countries’ debts.
Esteemed Attendees,
I would also like to note that Egypt hosted last June the first international forum of the New Development Bank, which aims to introduce the bank's operations and the support it provides to the public and private sectors, and discuss prospects for future cooperation among the BRICS member states.
This is in light of our belief in the important role played by the New Development Bank in providing soft financing to support the implementation of development projects in developing countries, especially in the sectors of transportation, clean energy, digital infrastructure, and urban development.
Your Majesties and Excellencies,
The expansion of BRICS membership at the beginning of this year reflects the intention of the bloc countries to enhance multilateral cooperation and uphold the voice and interests of developing countries at various international and regional forums. From this standpoint, Egypt affirms its support for enhancing consultation and coordination among BRICS countries and intensifying cooperation to confront common international challenges, especially climate change, access to concessional financing, food security, mounting rates of poverty and hunger, and the widening digital and knowledge gap.
Egypt also stresses the importance of advancing cooperation frameworks in the field of financial settlements in local currencies, and investing in the comparative advantages of the bloc's countries to launch joint economic, investment and development projects, especially in the fields of agriculture, industry, digital transformation, and new and renewable energy. This is in addition to our support for the important role of the BRICS Business Council and the BRICS Women's Business Alliance in intensifying cooperation between the private sector and business owners in the member states, as they are key partners in efforts to achieve sustainable development.

Before I conclude my remarks, I would like to once again affirm Egypt's adherence to the principles and axes of action of the BRICS bloc, and its keenness to enhance cooperation among its countries in a way that contributes to maximizing its role in establishing security and stability, increasing global economic growth, and achieving the Sustainable Development Goals.

I also extend a warm welcome to the heads of state and government attending today’s meeting, which underscores the growing significance of the BRICS grouping, a partnership founded on the principles of cooperation and mutual respect among the states. This gathering also emphasizes the bloc’s dedication to fostering closer and more productive consultations and coordination with friendly and influential nations, beyond our group, to collectively advance our shared goals.
Ladies and gentlemen,
Our gathering today comes amid a precarious global landscape, characterized by intricate crises and challenges, witnessing a serious threat to the integrity and credibility of the multilateral international order and plagued by protectionism and unilateral policies. Amidst this prevailing fragmentation, Egypt advocates for the urgent need for solidarity among developing nations and the vital importance of forging closer South-South cooperation, as a key strategy to address the ongoing challenges. Egypt has consistently played a leading role in invigorating cooperation among developing countries, and has worked diligently to advance the interests and priorities of the Global South across various international arenas.
When addressing global challenges and crises, the current crisis in the Middle East, fueled by Israel’s persistent war, must be an essential aspect of any related discussion. Israel’s war has been raging for over a year against the besieged Palestinian people in the Gaza Strip, who have been enduring unspeakable forms of killing and terror. This, coupled with the expansion of the Israeli aggression into Lebanese territories, is a stark testament to the abandonment of and disregard for principles, the prevalence of double standards and the lack of accountability and justice, in our world and international system today, in the face of violations of international covenants and humanitarian law. This has resulted in an unprecedented humanitarian catastrophe and the ongoing expansion of the war. These developments demonstrate the imperative need for concerted international efforts to end the outrageous escalation in the region and prevent a slide into a full-scale war, particularly in light of the expansion of the conflicts into other countries in the region, their negative impact on maritime traffic in the Gulf of Aden and the Red Sea, and the disruption of international trade and the global supply chain.
Your Majesties and Excellencies,
Egypt highly appreciates BRICS Plus grouping as a platform to cultivate closer cooperation and consultations between the BRICS grouping and the Global South. In this regard, I would like to highlight the following points:
First:
It is crucial to leverage multilateral development banks to provide developing nations with greater access to concessional financing, notably climate finance. In this regard, we shall underscore the key role of the “New Development Bank” (NDB) and the “Asian Infrastructure Investment Bank” (AIIB) in offering the crucial concessional financing to enable developing countries to undertake development projects in multiple sectors.
Second:
We need to take full advantage the BRICS Plus meetings to boost South-South cooperation, promote knowledge sharing in an array of domains and implement mutually-beneficial joint projects. Here, I would like to reaffirm Egypt’s full dedication to fostering partnerships and initiatives aimed at enhancing technical cooperation and capacity-building projects with interested countries, and remains committed to sustaining these efforts.
Third:
It is imperative to maintain cooperation and consultations among developing nations to safeguard the effectiveness of the multilateral international system and to collectively oppose endeavors to impose unilateral policies that are detrimental to the interests of our nations.

On October 27, 2024, President Abdel Fattah El-Sisi received President of the People’s Democratic Republic of Algeria, President Abdelmadjid Tebboune, at Cairo International Airport.
An official reception ceremony was held later at Al-Ittihadiya Palace for the Algerian President.
The two Presidents held in-depth talks, during which they underscored the profound, robust and firm historical ties between Egypt and Algeria, highlighting the deeply-rooted bonds of fraternity between the two countries and their peoples.
President El-Sisi and President Tebboune affirmed their commitment to further advancing the two countries’ collaboration and to promoting them toward broader prospects, while fostering closer consultations and coordination on various regional and international issues.
The two Presidents stressed the crucial need for an urgent and immediate ceasefire in Gaza and Lebanon, and for ensuring the delivery of humanitarian aid and relief. They reiterated the international community's responsibility to protect civilians from the outrageous aggression they face.
President El-Sisi and the Algerian President emphasized the vital importance of establishing an independent Palestinian State, along the June 4, 1967 borders, with East Jerusalem as its capital.
The talks also focused on the situation in the African continent, asserting the importance of joint coordination to safeguard the continent's interests and support its developmental efforts. The two Presidents expressed their commitment to fostering peace and security in Africa.
Following their talks, President El-Sisi and Algerian President Tebboune held a joint press conference, highlighting the key issues tackled during their talks.
Receiving Arab and foreign officials
On October 2, 2024, President Abdel Fattah El-Sisi met with Uganda's Chief of Defence Forces General Muhoozi Museveni, in the presence of Commander-in-Chief of the Armed Forces and Minister of Defense and Military Production General Abdel Mageed Saqr.
General Muhoozi Museveni conveyed the greetings and appreciation of Ugandan President Yoweri Museveni to President El-Sisi.
The President expressed his appreciation for President Museveni and lauded the historical relations between Egypt and Uganda. In this context, both sides confirmed mutual keenness to enhance cooperation between the two countries across various fields, especially the military field.
The meeting addressed the overall regional and continental situations, and ways to enhance joint cooperation and development efforts among African countries, especially the Nile Basin countries and at the level of the Horn of Africa and East Africa, so as to achieve the common interests of all African countries.
On October 9, 2024, President Abdel Fattah El-Sisi received Jordan’s Minister of Foreign Affairs and Expatriates, H.E. Ayman Al Safadi. The meeting was also attended by Minister of Foreign Affairs, Emigration, and Egyptian Expatriates, Dr. Badr Abdelatty, and Jordan’s Ambassador in Cairo, Ambassador Amjad Al-Adailah.
Mr. Al Safadi conveyed to President El-Sisi the greetings of his brother, King of the Hashemite Kingdom of Jordan, His Majesty King Abdullah II ibn Al Hussein. President El-Sisi emphasized that Egypt values its close historical relations with Jordan, at both the official and popular levels, as well as their joint efforts to further advance their bilateral cooperation, so as to fulfill the aspirations of their peoples for development and prosperity.
The meeting focused on the latest Egyptian and Jordanian efforts to achieve calm in the region. The two countries affirmed their unequivocal and firm position on the necessity to intensify earnest international efforts to reach an immediate ceasefire in Gaza and Lebanon, and to ensure the delivery of adequate quantities of desperately-needed humanitarian aid and relief to save the region from a massive humanitarian crisis. They stressed that an independent Palestinian State, along the June 4, 1967 borders, is the fundamental guarantee for achieving lasting peace and stability in the region. They also underscored the danger of the path of military escalation, which further complicates the situation and poses a grave threat to regional security and the well-being of the peoples in the region.
On October 15, 2024, President Abdel Fattah El-Sisi received at Cairo International Airport His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, Egypt's esteemed guest.The President accompanied Egypt's honorable guest to Al-Ittihadiya Palace, where an official reception ceremony was held.
The two leaders held a bilateral meeting that was followed by an expanded discussion attended by Prime Minister Dr. Mostafa Madbouly and the delegations of the two countries. The President welcomed His Highness Prince Mohammed bin Salman, expressing his best regards to his brother, King Salman bin Abdulaziz, Custodian of the Two Holy Mosques, and stressing in this context the deep and pivotal strategic relations between Egypt and the Kingdom of Saudi Arabia, in light of the regional threats. The President emphasized the importance of continuing joint coordination and cooperation to overcome the current critical stage that the region and Islamic world are going through,noting the mutual keenness to enhance the historical relations and ties between the two countries, by strengthening bilateral institutional mechanisms, especially through the launch of the Egyptian-Saudi Supreme Coordination Council headed by the President and the Saudi Crown Prince, to follow up on various aspects of bilateral relations and ways to develop them continuously.
For his part, the Crown Prince of the Kingdom of Saudi Arabia conveyed the greetings of the Custodian of the Two Holy Mosques to President El-Sisi, stressing the importance the Kingdom attaches to strengthening bilateral relations and continuing to build on the historical ties between the two countries and brotherly peoples, to achieve common interests at various political, economic and developmental levels. The meeting reviewed ongoing efforts to develop the Egyptian-Saudi economic partnership, especially in the field of investment and trade between the two countries, as well as economic integration in the fields of energy, transportation and tourism.
The discussions also addressed regional developments, particularly the situation in the Gaza Strip and Lebanon. Both sides agreed on the gravity of the regional situation and the necessity to de-escalate tensions.
The two leaders emphasized that the establishment of a sovereign Palestinian state, in accordance with international legitimacy resolutions, is the only path to achieving sustainable ceasefire, peace, and security in the region. They pointed out that attempts to liquidate the Palestinian cause would lead to the continuation of conflict in the region. In this context, both leaders called for steps towards de-escalation, including a ceasefire in the Gaza Strip and Lebanon, as well as addressing the worsening humanitarian conditions, and halting policies that push the region to the brink of further conflict. They also reaffirmed the necessity of respecting Lebanon’s sovereignty, security, stability, and territorial integrity.
The two leaders also discussed several regional issues, with a focus on the security of the Red Sea region, as well as the situations in Sudan, Libya, and Syria.
At the conclusion of the discussions, the two leaders signed the formation of the Egyptian-Saudi Supreme Coordination Council, co-chaired by President El-Sisi and the Saudi Crown Prince, as well as an agreement to encourage and protect mutual investments between the two countries.
On October 17, 2024, President Abdel Fattah El-Sisi met with Spanish Minister of Foreign Affairs, European Union and Cooperation José Manuel Albares and his accompanying delegation. The Minister of Foreign Affairs, Emigration and Egyptian Expatriates Dr. Badr Abdel-Atty and the Spanish Ambassador in Cairo were also present.
The meeting touched on the current regional situation and developments. President El –Sisi expressed appreciation for Spain’s positive positions on regional issues, most notably the Palestinian issue, which is reflected in the constant coordination between the leaderships of the two countries and the common vision that unites them to achieve peace in the region. The Spanish minister conveyed to President El-Sisi the greetings and appreciation of Spanish Prime Minister Pedro Sánchez and noted Spain's full support and backing for the tireless Egyptian efforts to reach a ceasefire in the Gaza Strip and allow access to humanitarian aid, stressing the pivotal role played by Egypt regionally to stop the expansion of the conflict, and to advance efforts to establish peace and stability.
There was agreement on the importance of increasing international efforts during the current stage to stop the ongoing escalation and reach comprehensive calm in Gaza and Lebanon, in a way that prevents the continued deterioration of the humanitarian situation and paves the way for achieving peace on the basis of the two-state solution.
The meeting confirmed the depth of the distinguished bilateral relations and ways to enhance and push them to broader horizons, especially in the economic and investment fields. The Spanish side stressed its keenness to enhance its participation in the development process witnessed by Egypt, through the role of Spanish companies in many sectors, including manufacturing, agriculture and transportation, so as to benefit the Egyptian and Spanish peoples.
On October 17, 2024, President Abdel Fattah El-Sisi met with Iranian Foreign Minister Abbas Araqchi, in the presence of Minister of Foreign Affairs, Emigration and Egyptian Expatriates, Dr. Badr Abdel-Atty.
The meeting focused on the current regional developments.
President El-Sisi confirmed Egypt’s position calling for the prevention of the expansion of conflict and emphasizing the necessity of stopping escalation, in order to prevent sliding into a full-scale regional war, which will have serious repercussions on the security and capabilities of all countries and peoples of the region. In this context, the President stressed the necessity of continuing and intensifying international efforts aimed at reaching a ceasefire in Gaza and Lebanon, stopping violations and aggression in the West Bank, and allowing access to urgent and sufficient humanitarian aid to end the exacerbating plight of civilians.
The Iranian foreign minister expressed his country's appreciation for Egypt's ongoing efforts to achieve stability and security in the region, praising Egypt’s role in this regard on all tracks. The Iranian foreign minister also conveyed to the President the greetings and appreciation of President Masoud Pezeshkian, which was valued by the President. Both sides agreed on the importance of continuing the current path to explore prospects for further advancing relations between the two countries.
On October 19, 2024, President Abdel Fattah El-Sisi received a delegation from the U.S. House of Representatives, representing both the Republican and Democratic parties, and headed by Chairman of the Appropriations Committee, Congressman Tom Cole. The meeting was attended by Minister of Foreign Affairs, Emigration and Egyptian Expatriates Dr. Badr Abdelatty.
The discussions focused on regional issues. The congressional delegation sought to get a better understanding of President El-Sisi’s perspective on how to restore peace and security in the region, avoid the expansion of the conflict, and prevent it from escalating into a regional war.
The President emphasized the necessity to end the ongoing wars in Gaza and Lebanon. He also stressed the crucial need to make significant progress in the path of achieving ceasefires and hostage exchanges, and to provide urgent, immediate and large-scale humanitarian assistance to address the worsening and catastrophic humanitarian crisis.
President El-Sisi also highlighted the joint efforts of Egypt, Qatar, and the United States over recent periods, affirming that achieving meaningful progress requires political will from all parties as well as intensive international pressure to restore security and pave the way for peace.
In an open dialogue between President El-Sisi and members of the U.S. Congress regarding the two-state solution, the President reaffirmed that the establishment of an independent Palestinian state is the key to defusing regional tensions and advancing a path toward true and sustainable peace and security. He confirmed that this would serve the interests of all peoples in the region and pave the way for stability, development, and prosperity. In this context, the discussion focused on the overall situation in the region, including Egypt’s efforts to resolve and contain ongoing crises.
Members of the U.S. congressional delegation expressed their appreciation for the deep-rooted strategic partnership between Egypt and the United States. They commended Egypt’s role, as well as President El-Sisi’s ongoing efforts to establish peace and stability. They also reiterated the U.S.’ support for Egypt and its commitment to continuing consultations and coordination on various issues, in order to contribute to regional and international peace and security.
On October 28, 2024, President Abdel Fattah El-Sisi met with Chairman of the European People's Party Group, Mr. Manfred Weber. The EPP Group is the largest and oldest group in the European Parliament. The meeting was also attended by Minister of Foreign Affairs, Emigration and Egyptian Expatriates, Dr. Badr Abdelatty.
During the meeting the two sides underscored the profound Egyptian-European relations, which culminated recently with the comprehensive and strategic partnership between Egypt and the European Union. He confirmed that this demonstrated the two sides' longstanding and shared interests. Mr. Weber expressed huge appreciation for Egypt at the European level, stressing his political group’s commitment to forging closer joint cooperation across all domains. He underlined the growing and diverse economic relations between the two sides and the increase in European investments in Egypt to achieve mutual benefit from the development efforts underway in Egypt, in a way that serves the interests of both sides.
The meeting also tackled the latest developments in the region. The European group lauded Egypt’s steadfast and solid role in support of regional stability as well as its tireless efforts to settle the ongoing crises in the region. President El-Sisi reiterated the crucial need for concerted efforts by all international actors, including the European Union, to vigorously push toward achieving calm and an immediate ceasefire in Gaza and Lebanon; ending the aggression in the West Bank; and ensuring immediate, full and unfettered access for humanitarian aid and relief. President El-Sisi emphasized that the two-state solution and the establishment of an independent Palestinian State, in line with the resolutions of international legitimacy, is the only viable path for achieving durable peace and stability in the region.
On October 28,2024, President Abdel Fattah El-Sisi met with the CEO of Eni, Claudio Descalzi, and his accompanying delegation of senior executives from the company, in the presence of Minister of Petroleum and Mineral Resources Eng. Karim Badawi.
The meeting touched on efforts to develop the distinct relations between Egypt and Eni. Mr. Descalzi stressed that he valued the fruitful cooperation between the two sides, praising the Egyptian government's efforts to offer facilitations to investors in a way that benefits both parties. He also stressed Eni’s keenness to enhance its role as one of the largest companies in the energy market in Egypt, given the promising opportunities the sector offers, in terms of local production or export.
President El-Sisi noted the relationship between Egypt and Eni, which reflects the strong cooperation between Egypt and Italy in various fields. The President affirmed Egypt's keenness to continue the development of the investment climate in Egypt, stressing the government's continued efforts to further benefiting from the energy file. The President also praised the company's community role and its support for a number of development projects in Egypt.
The meeting reviewed how Eni developed its activities in Egypt in the fields of research and exploration, as well as operations that will enable it to maintain high production rates from the fields, in addition to the progress made in energy efficiency and sustainability projects, which enhance efforts for a fair energy transition.
On October 31, 2024, President Abdel Fattah El-Sisi met with the Director of the US Central Intelligence Agency, William J. Burns. The meeting was attended by Head of the General Intelligence Service, Hassan Rashad.
The meeting addressed the latest developments pertinent to joint efforts to achieve de-escalation in the Gaza Strip, ways to advance negotiations towards a ceasefire and the exchange of captives, and immediate and complete access to humanitarian aid was emphasized as a top priority for Egypt, given the deteriorating humanitarian situation in the region.
The President underscored the crucial role played by UNRWA and the necessity of not obstructing its work, and reaffirmed the importance of implementing the two-state solution as a pathway to achieving peace and security in the region.
The meeting also touched on the situation in Lebanon, as well as the recent escalations in the region.
President El-Sisi affirmed the urgent need for a ceasefire in Lebanon to preserve its sovereignty and territorial integrity, and to protect the stability and security of its people.
The President also warned of the dangers posed by continued regional escalation and its serious implications for all peoples in the region.
The meeting reviewed the strength of the strategic partnership between Egypt and the United States and the commitment of both countries to continue strengthening this partnership to protect and preserve regional security and stability.
