President El-Sisi visit to Qatar, Kuwait

The President was received by Emir of the State of Qatar, His Highness Sheikh Tamim Bin Hamad Al Thani, at Hamad International Airport.

President Abdel Fattah El-Sisi met with the Amir of the State of Qatar, His Highness Sheikh Tamim bin Hamad Al Thani, discuss ways to enhance bilateral cooperation in various fields as well as regional developments, particularly those related to the Palestinian cause and efforts to achieve a ceasefire in the Gaza Strip.

President Abdel Fattah El-Sisi met with the Qatari business community. The meeting was attended by Qatar’s Prime Minister and Minister of Foreign Affairs, H.E. Sheikh Mohammed bin Abdulrahman Al Thani; Qatar's Minister of Finance H.E. Ali bin Ahmed Al Kuwari; Minister of Municipality H.E. Abdullah bin Hamad bin Abdullah Al Attiya; Minister of State for Foreign Trade Affairs at the Ministry of Commerce and Industry H.E. Dr. Ahmed bin Mohammed Al Sayed; Chairman of Qatar Chamber of Commerce & Industry (QCCI) H.E. Sheikh Khalifa bin Jassim Al-Thani. Also present were representatives from Qatar Chamber of Commerce & Industry and the Qatari Businessmen Association, with a broad participation from major corporates in the Qatari market.
Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said President El-Sisi commenced the meeting by emphasizing that the world has faced significant challenges over the past years, starting with the repercussions of the Coronavirus pandemic, passing through the sharp fluctuations in food and energy markets, up to the current trade tensions. The President noted that trade tensions could negatively impact the global economy and the multilateral trading system. President El-Sisi confirmed that these factors necessitate concerted efforts to foster Arab economic integration and strengthen collaboration among Arab countries. The President underscored the importance of the business community's role in achieving these goals.
In this regard, President El-Sisi called upon Qatari companies and businessmen to expand their investments in Egypt, stressing that Egypt represents a promising opportunity for investors, given its unparalleled strategic location, skilled workforce with competitive costs, favorable energy prices, and free trade agreements signed with Arab and African countries. This is in addition to a conducive legislative structure for investment.
During the meeting, the President reviewed the diverse investment opportunities Egypt offers in an array of spheres, including the communications and information technology sectors, transformative industries, new and renewable energy, and tourism. He highlighted other key areas in which Egypt is actively pursuing increased investments, with a focus on localizing the industry and leveraging cutting-edge technology, notably Artificial Intelligence. President El-Sisi underlined Egypt’s readiness to forge diverse partnerships with Qatari investors. The President affirmed that Egypt enjoys a secure and stable environment conducive to investment, due to its stability. This favorable environment was enabled not only by the security measures undertaken, but also by a conscious, aware, and understanding society that recognizes the critical importance of upholding security and stability.
The President pointed out the ongoing implementation of mega infrastructure projects and the construction of new and smart cities, in addition to the development of the transportation and ports system across Egypt. Furthermore, President El-Sisi also noted the establishment of integrated international logistics corridors and hubs close to seaports.
Minister of Investment and Foreign Trade, Engineer Hassan El-Khatib, offered a comprehensive overview of Egypt’s efforts over the past ten years to establish a robust infrastructure conducive to attracting investment. He noted that the state has invested approximately 550 billion dollars over the past ten years to develop the infrastructure. This included the construction of 7,000 kilometers of roads, the establishment of new ports and 24 new cities. He added that the current government is strengthening efforts toward creating an attractive and increasingly competitive investment climate at both the regional and international levels.
In this regard, he confirmed that the state has adopted a monetary policy aimed at controlling inflation, achieving economic stability, and fostering growth. This is in addition to a fiscal policy designed to regulate and alleviate non-tax financial burdens and unify entities responsible for investor interaction and revenue collection. The state has also pursued a trade policy with the objectives of deepening and safeguarding domestic industry, leveraging existing trade agreements, streamlining procedures, and increasing exports to exceed 145 billion dollars by the year 2030, with a hope of positioning Egypt among the top 50 countries in global trade indicators within three years and within the top 20 by 2030.
The Minister underscored Egypt’s commitment to boosting the role of the private sector to restore its contribution to 70% of the total business volume, as well as enhancing the role of the Sovereign Fund. He said Egypt also seeks to eliminate preferential treatment in favor of state entities in the investment and economic fields.
Minister El-Khatib also reviewed the competitive advantages of Egypt as an attractive destination for foreign investment, particularly from Qatar. He outlined the specific sectors in which Egypt strives to attract foreign direct investment, such as manufacturing, communications and information technology, agriculture, logistics, new and renewable energy, education, tourism, and healthcare.
The meeting included an interactive dialogue between the President and prominent Qatari business figures and representatives of major Qatari corporations. Discussions focused on ways to enhance trade and investment cooperation. President El-Sisi affirmed that the Egyptian economy had navigated challenging periods in recent years. However, he emphasized that the state had implemented the necessary reformatory measures and that the transfer of returns in foreign currencies outside of Egypt no longer posed an issue for any investor. The President emphasized that the relevant state agencies are working toward streamlining procedures related to the issuance of licenses for investors and implementing the concepts of the single window and the golden license.
The President stated that the objective of increasing the annual influx of tourists received by Egypt from 16 to 30 million is a matter that must be realized, given the substantial assets Egypt possesses in the tourism sector.
President El-Sisi said the state has already established seven logistics hubs to facilitate connectivity between the Red Sea and the Mediterranean Sea. Those include ports that have been integrated into a robust road network. The President invited Qatari investors to visit these hubs, underscoring the significant opportunity available for Qatari investors to engage in the logistics sector in Egypt.
The President added that Egypt has prepared approximately two to three million feddans for agricultural reclamation and that it is receptive to partnerships for development in these areas with investors, particularly those from Qatar. President El-Sisi also underlined Egypt’s openness to engage in partnerships with Qatari investors in the automotive manufacturing sector, particularly in light of Egypt's existing industrial infrastructure and substantial domestic market capable of absorbing produced vehicles, notably electric vehicles.
The President stressed that Egypt is also receptive to investments in the education sector, particularly the establishment of universities, and in the healthcare sector, including the development of international-standard hospitals. Furthermore, opportunities exist in the tourism sector to double the number of hotel rooms in Egypt and to establish resorts and tourist cities along the Egyptian coasts. He said Egypt also welcomes investments in the communications and information technology sector, including the potential consideration of mobile phone production in Egypt, as well as in the energy sector. The President noted that Egypt is actively pursuing the objective of achieving 42% of its energy production from new and renewable sources by the year 2030.
President noted that Egyptian-Qatari economic relations have witnessed a qualitative leap in recent years. Concluding the meeting, President El-Sisi addressed the Qatari business community, stating that the Egyptian people welcome them to Egypt as partners in the pursuit of development and prosperity.
President Abdel Fattah El-Sisi met at the Amiri Diwan in Doha, Qatar, with the Amir of the State of Qatar, His Highness Sheikh Tamim bin Hamad Al Thani. The meeting was part of the President's visit to Doha at the start of his Gulf tour. An official reception ceremony was held for President El-Sisi, where the national anthems were played and the honor guard was inspected.

The President and the Amir of Qatar chaired an expanded meeting that included the delegations of the two countries, followed by talks between the two leaders. Sheikh Tamim welcomed the President’s visit and affirmed that it represented the culmination of the growing momentum in relations between the two brotherly countries.



The two leaders exchanged views on efforts made to reach a ceasefire in the Gaza Strip and address the deteriorating humanitarian situation, by seeking to provide sufficient humanitarian aid to avert the humanitarian catastrophe facing the Strip, in addition to exchanging hostages and detainees. The two leaders affirmed their categorical rejection of the displacement of Palestinians from their land and emphasized the need to support the Arab plan for the reconstruction of the Gaza Strip without displacing Palestinians, while working to create a political horizon that leads to the establishment of an independent Palestinian state along the June 4, 1967 borders with East Jerusalem as its capital.
The two leaders also discussed regional developments, mainly the situation in Syria, Lebanon, and Sudan, and stressed the importance of preserving the unity and territorial integrity of these countries, and protecting the capabilities and stability of their peoples.
Joint Statement by the Arab Republic of Egypt and the State of Qatar
As part of the solid fraternal relations and historic ties between the Arab Republic of Egypt and the State of Qatar and their keenness to boost multi-level consultations and coordination, HE President of the Arab Republic of Egypt Abdel Fattah El-Sisi paid an official visit to Doha on April 13-14, 2025.
The talks between HE President Abdel Fattah El-Sisi and HH Amir Sheikh Tamim bin Hamad Al-Thani were held in an atmosphere of brotherhood and understanding and reflected the depth of bilateral relations and their solidity and mutual trust. The agenda included ways to foster multi-sector cooperation to enhance shared interests and open new horizons for integration and partnership.
Stressing the importance of boosting economic cooperation, the two sides have agreed to continue joint work to promote investment and economic exchange, reflecting the political will of the two countries and contributing to supporting sustainable economic development that serves the aspirations of the two brotherly peoples.
In this context, the two sides reiterated their commitment to supporting their economic partnership and working towards a package of direct Qatari investments totaling USD 7.5 billion to be implemented over the next phase, manifesting the strength of the relationship between the two countries and streamlining the achievement of sustainable economic development for the interests of the two brotherly peoples.
Meanwhile, the two sides have affirmed the centrality of the Palestinian cause for Arabs and their firm stance backing the legitimate rights of the Palestinian people, primarily their right to establish an independent state on the June 4, 1967 borders, with East Jerusalem as its capital, in accordance with peace initiatives and relevant international resolutions.
Affirming their support for efforts to achieve Palestinian national reconciliation and the need to unify Palestinian ranks, ensuring the activation of Palestinian state institutions and the fulfillment of the aspirations of the brotherly Palestinian people, the two sides have reiterated their full support for the Gaza reconstruction plan and expressed their aspiration for an international conference on this matter to be hosted by the Arab Republic of Egypt, in cooperation with regional and international partners, to coordinate humanitarian and development efforts to ensure improved living conditions for the Palestinian people in the Strip.
The two sides have expressed their grave concern over the continued escalation in the Gaza Strip and stressed the importance of continuing joint efforts to achieve an immediate and sustainable ceasefire, ensure the delivery of urgent humanitarian aid to civilians, and support reconstruction efforts to alleviate the suffering of the brotherly Palestinian people.
They have expressed grave concerns over the ongoing armed conflict in the Sudan and emphasized the importance of an immediate cessation of military operations and a return to the comprehensive national dialogue process, which would preserve the country's unity and sovereignty and end the suffering of its brotherly people. The two sides affirmed their full support for all regional and international initiatives aimed at ending the conflict.
The two sides have embraced the continuation of indirect negotiations between the United States of America and the Islamic Republic of Iran, affirming their support for any peaceful efforts aimed at reducing tensions in the region and enhancing security and stability. They also commended the diplomatic efforts exerted by the sisterly Sultanate of Oman in this regard.
The Arab Republic of Egypt and the State of Qatar have stressed the importance of enabling regional and international efforts aimed at calming the situation and achieving peaceful solutions, particularly their mediation efforts in partnership with the United States of America, to achieve a ceasefire and end the war in the Gaza Strip. They condemned all attempts to undermine the negotiating process or target mediators, which aim only to sabotage mediation efforts.
Meanwhile, the State of Qatar has expressed its support for the nomination of Dr. Khaled El Enany of the Arab Republic of Egypt for the position of Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO), in recognition of his academic and cultural career and confidence in his ability to contribute positively to the work of the organization.
They also expressed satisfaction with the progress made in bilateral relations over the past period, stressing the importance of building on these achievements and advancing relations to broader levels, within a framework of mutual respect and a shared vision for a future of security, stability, and prosperity.

President Abdel Fattah El-Sisi departed the Qatari capital, Doha, 14-4-2025, heading to Kuwait, the second leg of his Gulf tour. This is after concluding his visit to the State of Qatar, during which he met with Emir of the State of Qatar, His Highness Sheikh Tamim bin Hamad Al Thani, and a number of representatives from the Qatari business community.
During the visit, President El-Sisi is scheduled to meet with Emir of the State of Qatar, His Highness Sheikh Tamim Bin Hamad Al Thani, to discuss ways to enhance bilateral cooperation in various fields as well as regional developments, particularly those related to the Palestinian cause and efforts to achieve a ceasefire in the Gaza Strip. The President will also hold a meeting with representatives of the Qatari business community to explore economic cooperation opportunities.
The President will then head to Kuwait, the second stop on his Gulf tour. The visit underscores the depth of the strategic relations between the two brotherly countries and their mutual keenness on expanding horizons of economic and investment cooperation.
In Kuwait, President El-Sisi is expected to meet with Amir of the State of Kuwait, His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, as well as Crown Prince, H.H. Sheikh Sabah Khaled Al-Hamad Al-Sabah, and First Deputy Prime Minister, Minister of Interior, and Acting Prime Minister Sheikh Fahad Yousef Saud Al-Sabah.
