Egypt, Kuwait agree to advance economic, investment, trade relations

In recognition of the historic and deeply-rooted bilateral relations between the Arab Republic of Egypt and the State of Kuwait, and with a commitment to solidifying their strategic partnership, His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, undertook a state visit to the State of Kuwait from April 14th to 15th, 2025, upon the gracious invitation of his brother Amir of the State of Kuwait, His Highness Sheikh Mishal Al Ahmad Al Jaber Al-Sabah (may Allah the Almighty protect and preserve him).
His Excellency President Abdel Fattah El-Sisi held a bilateral session of talks with his brother Amir of the State of Kuwait, His Highness Sheikh Mishal Al Ahmad Al Jaber Al-Sabah (may Allah the Almighty protect and preserve him). This was preceded by an expanded meeting involving members of both delegations, during which an in-depth review of bilateral relations between the two fraternal countries was conducted. Both sides expressed mutual recognition and profound appreciation for the deep and robust bilateral ties across all official and popular levels. They further acknowledged the unwavering solidarity demonstrated throughout pivotal and significant junctures, which demonstrably underscored their mutual commitment to ensuring and safeguarding the security and interests of both fraternal countries and their dedication to the protection of Arab national security as an indivisible entity.
The two sides engaged in extensive discussion regarding the diverse facets of their joint cooperation across the economic, investment, trade, energy, infrastructure, healthcare, education, culture, and tourism sectors. They commended the ongoing progress in these sectors and particularly noted the steady growth in economic and trade relations between the two countries, which reflects their shared ties and common interests.
The Egyptian side lauded the comprehensive renaissance underway in the State of Kuwait across all domains, in alignment with Kuwait Vision 2035. His Excellency President Abdel Fattah El-Sisi expressed profound gratitude for the attention and care extended to the Egyptian expatriate community in the State of Kuwait. The two sides emphasized their resolve to bolster bilateral trade and investment ties in the coming period in a manner that services their mutual interests, and accordingly mandate the relevant authorities in their respective countries to undertake the necessary measures to realize their shared objectives. They also took note of the outcomes of the Joint Egyptian-Kuwaiti Committee held in Cairo in September 2024, and the subsidiary committees convened on its sidelines, alongside ongoing preparations for the 14th session of the Joint Committee in the upcoming period, with a view to advancing the course of joint cooperation across a multitude of areas.
The Kuwaiti side commended the unprecedented and remarkable developmental leap underway in Egypt, under the wise leadership of His Excellency President Abdel Fattah El-Sisi, as well as the significant efforts undertaken to create a conducive investment environment, in line with Egypt Vision 2030, and the diligent work aimed at addressing any challenges encountered by Kuwaiti investors in the Arab Republic of Egypt.
Both sides concurred on the necessity of advancing economic, investment and trade relations between the two countries. The Kuwaiti side expressed its determination to implement investments within the Egyptian economy and leverage the numerous investment opportunities available in Egypt across the areas of energy, agriculture, manufacturing, IT, real estate development, banking and pharmaceutical industries.
His Highness the Amir of the State of Kuwait welcomed preparations underway for Cairo’s hosting of the Egyptian-Gulf Investment Forum this year, affirming the State of Kuwait’s intention to actively participate in the Forum’s activities in order to achieve the shared objectives of the Egyptian and Gulf nations, and to build upon the outcomes of the visit of the Egyptian-Kuwaiti Cooperation Council delegation to Cairo on April 23rd and 24th, 2025.
The two sides valued the reciprocal support extended between their nations within various international fora, particularly the State of Kuwait’s endorsement of the nomination of Dr. Khaled El-Enany for the position of Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) for the term 2025 to 2029, which represents a significant pillar for advancing their shared interests. They commended the close coordination on regional and international issues of mutual concern and emphasized the imperative of promoting a culture of peace, dialogue, and diplomatic resolution of conflicts and disputes in the Middle East to foster development and peaceful coexistence among its states, consistent with the principles of tolerance, respect for the sovereignty of states over their territories, and non-interference in their internal affairs.
His Excellency the President of the Arab Republic of Egypt commended the efforts of His Highness the Amir of the State of Kuwait (may Allah the Almighty protect and preserve him) in bolstering security and stability in the Arab region, particularly in light of the State of Kuwait's chairmanship of the Cooperation Council for the Arab States of the Gulf for this year. Both sides lauded the significant progress in relations between member states of the Cooperation Council for the Arab States of the Gulf and the Arab Republic of Egypt. They affirmed their commitment to strengthening the mechanism of political consultation between them, the latest meeting of which was held in Mecca on March 6th, 2025.
His Highness the Amir of the State of Kuwait (may Allah the Almighty protect and preserve him) also expressed profound appreciation for the efforts of His Excellency the President of the Arab Republic of Egypt in consolidating peace, security, and good neighborliness, and in supporting pathways for regional integration. His Highness lauded Egypt’s successful hosting of the Extraordinary Arab Summit, the "Palestine Summit," convened on March 4th, 2025. Furthermore, His Highness affirmed the State of Kuwait's support for the Arab-Islamic plan for early recovery and the reconstruction of Gaza, and stressed its categorical rejection of any calls for the displacement of the Palestinian people from their land. His Highness also stressed the State of Kuwait's full support for Cairo's hosting of the International Ministerial Conference on Early Recovery and Reconstruction in Gaza.
His Excellency the President and His Highness the Amir agreed on the imperative of adhering to the three-phased ceasefire agreement in Gaza, brokered through the joint efforts of the Arab Republic of Egypt, the State of Qatar, and the United States of America, which was announced in Doha on January 19th, 2025. The two leaders expressed their condemnation and denouncement of the Israeli occupation's violation of this agreement and the subsequent resumption of hostilities in the Strip. They emphasized the urgent necessity to halt the targeting of civilians and to facilitate safe, sufficient, and sustainable access for humanitarian aid to the Palestinian people in the occupied territories, in implementation of relevant Security Council resolutions, most recently Resolution 2720. The two leaders also affirmed their rejection of the Israeli occupation's persistent military operations and warned of the grave and severe humanitarian repercussions arising from the perilous Israeli practices, which risk expanding the scope of the conflict and jeopardizing the security and stability of the region and international peace and security.
The two leaders affirmed the vital need for the international community to assume its responsibilities in resolving the Palestinian issue through the implementation of the two-state solution and the establishment of the Palestinian State along the June 4th, 1967 borders, with East Jerusalem as its capital, in line with pertinent international resolutions. They expressed their categorical rejection and absolute condemnation of all attempts to liquidate the Palestinian cause and of the violations committed by Israel, the occupying power, against international law and international humanitarian law, as well as all attempts to displace Palestinians from their land in Gaza and the West Bank, including East Jerusalem, under any name or pretext, whether forced, voluntary, temporary, or permanent. They highlighted the crucial role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and rejected the deliberate targeting of the Agency, stressing the urgent importance of supporting its budget.
Within this framework, His Highness the Amir of the State of Kuwait (may Allah the Almighty protect and preserve him) lauded the dedicated endeavors of His Excellency President Abdel Fattah El-Sisi to bring about a cessation of the ongoing Israeli war on the Gaza Strip and to de-escalate tensions in the region.
Both sides underscored the significance of the step taken by the announcement of the formation of the transitional government in Syria, affirming the necessity of it fulfilling the aspirations and hopes of the Syrian people for a life of security, safety, and prosperity. They called for the political process during the state-building phase to be comprehensive, with the participation of all Syrian factions, reflecting genuine Syrian ownership without exclusion, and in conformity with Security Council Resolution 2254. They emphasized the primacy of national interest in reinforcing stability, preserving state institutions and resources, and maintaining the unity and territorial integrity of Syria, as well as preserving its Arab identity. They rejected foreign interference in Syrian affairs and stressed the necessity of combating terrorism in all its manifestations, ensuring that Syria does not provide a safe haven for terrorist elements and organizations or a platform for threatening the security of neighboring countries and the region. They further emphasized the need to prevent the presence or transit of foreign terrorist fighters to and from Syria. Moreover, they affirmed absolute condemnation of the violation of Syrian sovereignty by the Israeli occupation forces and the annexation of further Syrian territories, stressing the importance of Israel's respect for international law and adherence to the Disengagement Agreement signed in 1974.
The two sides welcomed the conclusion of the presidential vacancy crisis in Lebanon, which constituted a pivotal step towards the completion of the remaining political milestones in the country. In this regard, they welcomed the appointment of a Prime Minister for Lebanon, the formation of the government, and the granting of confidence by the Parliament, which empowers state institutions to effectively assume their roles and fulfil the aspirations of the Lebanese people. They also affirmed the imperative of the full implementation of the cessation of hostilities agreement and stressed the urgent necessity of a complete and unequivocal Israeli withdrawal from southern Lebanon, the cessation of Israeli violations of Lebanese sovereignty, and the full and non-selective application of Security Council Resolution 1701 by all parties concerned. They called for the provision of support to Lebanese state institutions, foremost among them the Lebanese Armed Forces, to empower them to extend state sovereignty over all Lebanese territory, thereby bolstering stability in the country and the broader region.
The two sides discussed the developments in Sudan as well as international and regional efforts aimed at stopping the ongoing war. They renewed their call to end the conflict, cease fire, secure and facilitate the delivery of humanitarian aid to all Sudanese territories, protect civilians in accordance with international resolutions, and launch a comprehensive political process within a national dialogue with pure Sudanese ownership and without external dictates. Both sides expressed their support for all international and regional initiatives, most notably the neighboring countries mechanism and the Jeddah Forum. They stressed the need to support Sudanese national institutions and reject any unilateral measures that would threaten Sudan's unity, sovereignty, and territorial integrity. They welcomed international efforts aimed at addressing the humanitarian repercussions of the Sudanese crisis, which resulted in the displacement of more than 13 million Sudanese citizens inside Sudan and neighboring countries. They also stressed the need for international donors to fulfill their pledges to support Sudan's neighboring countries.
The Kuwaiti side expressed appreciation and support for Egypt's efforts to restore stability in Sudan and help end its plight.
The two sides stressed the need to respect Libya's sovereignty, unity, and territorial integrity, and reject all forms of foreign interference in its affairs. They affirmed the importance of the Libyan ownership of the political process and the terms of reference for resolving the Libyan crisis, represented by the Libyan Political Agreement signed in Skhirat in 2015, the Libyan Constitutional Declaration and its amendments, and Security Council resolutions, with the aim of ultimately holding simultaneous presidential and parliamentary elections. The two sides also stressed the need for all foreign forces, foreign fighters, and mercenaries to withdraw from Libya within a designated timeframe, disband the militias, and reunify the military and security institutions under a single executive authority capable of governing all Libyan territories and representing all the Libyan people.
The Kuwaiti side expressed its country's full support for Egypt's water security as an integral part of Arab water security, and rejection of any action or measure that would affect Egypt's rights to the Nile waters. It expressed full solidarity with the measures taken by the Arab Republic of Egypt to protect its water security and interests and expressed deep concern about the continuation of unilateral measures, calling on the riparian countries to refrain from such measures that would harm the water interests of both Egypt and Sudan.
The two sides expressed their support for the legitimate Yemeni government led by the Presidential Leadership Council, their commitment to the unity, stability and territorial integrity of Yemen, their rejection of interference in Yemen’s internal affairs, and their support for the Yemeni government’s position of adhering to the option of peace based on the three agreed-upon references: the Gulf Initiative and its implementation mechanism, the outcomes of the Comprehensive National Dialogue Conference, and Security Council Resolution No. 2216. The two sides welcomed all international efforts, including the efforts made by the Kingdom of Saudi Arabia and the Sultanate of Oman, to resume the political process in Yemen to reach a permanent and comprehensive solution that ensures the preservation of Yemen’s unity, being the only way to resolve the Yemeni crisis.
The two sides stressed the importance of the security and stability of navigation in the Red Sea and the waterways in the region, in accordance with the provisions of international law and international conventions, including the United Nations Convention on the Law of the Sea of 1982, to ensure free and smooth navigation and provide security and stability therein.
The two sides also reiterated the importance of completing the demarcation of the Kuwaiti-Iraqi maritime borders beyond Maritime Marker 162 in accordance with the rules of international law and the United Nations Convention on the Law of the Sea of 1982, while stressing at the same time the necessity of respecting Security Council Resolution No. 833 of 1993 and respecting the sovereignty of the State of Kuwait over its land territory and maritime zones.
The two sides also discussed the issue of Khor Abdullah, stressing the need to adhere to the agreement regulating maritime navigation in Khor Abdullah, signed between the two countries on April 29, 2012, which entered into force on December 5, 2013, after its ratification by both countries and its joint deposit with the United Nations on December 18, 2013, as well as the security exchange protocol and the attached map signed between them in 2008. They stressed the importance of ensuring the security and safety of navigation in the Khor Abdullah waterway and the need to secure it from any cross-border terrorist or criminal activities.
The Kuwaiti side stressed the importance of supporting Security Council Resolution 2732 (2024), and the importance of ensuring the continued follow-up by the Security Council of developments and updates on the humanitarian file of prisoners and missing persons and the file of Kuwaiti property, including the national archives, and adhering to the Security Council, as stated in Security Council Resolution 2107 (2013), which specified the framework for submitting reports related to the State of Kuwait’s files to the Security Council, without any other United Nations bodies, and continuing the mechanism for writing periodic reports on the same issue, considering that this matter has contributed to achieving positive developments in this regard.
The Kuwaiti side also stressed that the fair and most appropriate alternative after the termination of the work of the United Nations Assistance Mission for Iraq (UNAMI) lies in the Secretary-General appointing a high-level coordinator to follow up on Kuwait’s humanitarian and national files, similar to what was in place before the issuance of Security Council Resolution 2107 (2013), considering that this mechanism has been tried and proven successful, and calling on the Government of the Republic of Iraq to cooperate to achieve progress in this regard and to exert maximum efforts to reach a final solution to these files. For its part, the Egyptian side stressed the importance of continuing cooperation between the Kuwaiti and Iraqi sides to resolve outstanding issues within the framework of relevant international resolutions, in light of the fraternal relations between the two countries and the two peoples.
The two sides stressed that the Dorra field is located entirely within the maritime areas of the State of Kuwait and that the ownership of natural resources in the submerged area adjacent to the divided zone in which the Dorra field is located is the property of the State of Kuwait and the Kingdom of Saudi Arabia only, based on the agreements concluded between them. They rejected any claims of the existence of rights for any other party in that area.
Concluding the visit, His Excellency President Abdel Fattah El-Sisi expressed his sincere appreciation to his brother, His Highness the Amir of Kuwait, Sheikh Meshal Al Ahmad Al Jaber Al Sabah, for the warm reception and generous hospitality that His Excellency and the accompanying delegation received in the State of Kuwait.
