Egypt inks PPP for New Delta flagship

Egypt has signed on Sunday, June 1st, 2025, a public-private partnership agreement to develop Jirian City, the first major real estate project in the New Delta region, aiming to deliver a sustainable, integrated urban development spanning 1,600 feddans within five years.
The agreement was signed in the presence of Prime Minister Moustafa Madbouli between the state-run Mostaqbal Misr (Future of Egypt) Authority and three leading private developers, Palm Hills Developments, Mountain View, and Nation of Sky during a launch event at the Cabinet headquarters in the New Administrative Capital.
Prime Minister Madbouly said in a press conference that the project reflects President El-Sisi’s vision of a stronger partnership between the state and experienced private sector players to accelerate urban expansion and ensure long-term development in underutilized regions.
The prime minister said: “This is a strategic project designed to anchor development in the New Delta,” adding: “It will set a model for smart, sustainable, and water-conscious urban growth.”
Amr Soliman, CEO of Mountain View, said the Jirian project will feature 35,000 residential units and significantly boost Egypt’s real estate exports and tourism appeal. “The corniche will be larger than Alexandria’s, and the project will offer clean air and green landscapes,” he added during the press conference.
Yasseen Mansour, chairman of Palm Hills, described the city as a strategic tourism destination, adding that his company plans to build a hotel within the project as part of its broader sustainability-focused strategy. Palm Hills currently operates seven hotels nationwide.
Tamer Nabil, vice chairman of Nation of Sky, said Jirian will be Egypt’s first fully integrated urban city, offering a healthy living environment and complete public services. The development is expected to create over 250,000 jobs and generate foreign currency revenues through property sales to overseas buyers.
The Jirian project is part of Egypt’s broader strategy to develop the New Delta, reduce population pressure in the Nile Valley, and attract long-term investment in infrastructure, housing, and tourism.
