President Abdel Fattah El Sisi issued a republican decree No. 60/2015 to establish four specialized councils to define State policies and prepare comprehensive studies of various national work.

These Councils are:

- Specialized council for community development.

- Specialized council for education and scientific research.

- Specialized council for economic development.

- Specialized council for foreign policy and national security.

Each of these councils enjoy an independent legal personality, where more specialized councils could also be formed by the President.

The four specialized councils were formed by President Sisi to focus on economic development; foreign policy and national security; education and scientific research; and community development. They are independent councils that report back to the President.

The community development council proposes and studies general policies of social projects and organizes activities between individuals and governmental and private bodies.

The council of education and scientific research frames the overall education policy, helps technological research institutes and proposes new legislations for the establishment of new research centers.
